Description
This notice announces that the Secretary of the Senate (SOS) intends to award a contract without a competitive procurement to the existing Lobby Report System (LARS)support contractor (TRKC Inc.), for an amount not to exceed $100,000, for continued development and support for the LARS. In February 2000, a competitive procurement was conducted and an award was made to TRKC Inc. for the design, development, implementation, documentation, upgrade, and maintenance of the LARS. TRKC Inc. as the software developers and the original authors of the LARS have been maintaining and enhancing the LARS since its original development in 2000 and they are uniquely qualified to perform the contract. Currently lobbyists must file semi-annual reports in electric form. As of January 1, 2007, SOS anticipates that lobbyists shall be required to file reports quarterly and in electronic form. The SOS must create a searchable, downloadable, and sortable public database with the information disclosed in these reports. TRKC, Inc. development efforts will require: a) supporting the design of a searchable database and the conversion of archived and future LARS data into the database. The filing form will be an XML form created by IBM (which acquired PureEdge tools), developed by the Clerk of the House with Secretary of the Senate input; b) development of a middleware application and Data Base to support the XML front-end of the LRS which pulls data from the XML form, stores, and renders it for public viewing; c) extract data and images from the SOS Public Records legacy data base; and d) retain all current LARS searching functionality and develop additional capabilities to be determined by the passage of the Lobby Reform Act of 2006. Under the contract, TRKC shall deliver a tested fully functional searchable LRS no later than December 1, 2006. There is no solicitation document. This notice is not a request for quotes. Companies, with a minimum of five years Lobby Disclosure Act expertise and five years demonstrated lobby reporting system development experience along with the ability to complete the project on time and within the stated budget, interested in this opportunity may send a capabilities statement to the attention of Kathleen M.Haddow at Acquisitions@saa.senate.gov . Capability statements must be received by this office within 10 business days from publication of this notice.
