Description
The U.S. Army Corps of Engineers, Afghanistan Engineer District intends to issue a Request for Proposal (RFP) to award a Firm Fixed Price contract. This project consists of the design and construction of a battalion headquarters complex due west of Kabul, Afghanistan. The 3rd Battalion complex will contain administrative facilities for 60 personnel, barracks facilities for 500 personnel, a dining facility to sit 250 personnel at a time in two shifts per meal, a new latrine facility to serve the enti re complex, a track/soccer field/parade field, a four bay vehicle, maintenance facility, and vehicle parking for all the assigned equipment. There will also be a contract option for a 20 person guest house. The work shall include the preparation of design documents and the subsequent construction and renovation of the facilities. The facility shall include all necessary utilities for operations. These facilities shall be designed and constructed in accordance with current building codes, safety, and security standards and applicable to local standards. A partial listing of references will be included in the RFP. Prepare a site grading and drainage plan and obtain approval prior to construction. Provide site and UXO clearance prior to construction activity. All utilities shall be complete and operational prior to occupancy. It is the contractors responsibility to ensure that the designs are complete and are in compliance with the latest applicable buildings codes and regulations. Any time two or more statements in the RFP are in conflict; the most stringent shall apply. Award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 236220 with a small business size standard of $31M. The estimated value of the work is between $5,000,000.00 and $10,0 00,000.00. The total schedule for completing the entire work is approximately 450 calendar days after date of award. The proposed contract will be awarded using best value where technical and costs are approximately equal. Solicitation No W917PM-06-R-00 45 will be available on or about 16 June 2006.
