- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NFFK-6-291 is being issued as a Request for Quotation. This acquisition is being solicited using Simplified Acquisition Procedures. The National Oceanic and Atmospheric Administration, National Marine Fisheries Service, Aquaculture Program Office requires the contractor to develop web content and assist with editing content for the NOAA Aquaculture Program website. The contractor shall 1) Research and develop content for the NOAA Aquaculture website, including, but not limited to: a) General content on U.S. stock enhancement research and advancements [NOAA history, milestones, key scientists]; b) Content for feature pages on the 2006 National Marine Aquaculture Initiative [NMAI] Competitive Grants program award recipients [may include information from previous NMAI awards]; c) Content that focuses on aquaculture work at NOAA research laboratories and science centers [past and present]. 2) Translate the technical information and the jargon of the discipline into user-friendly information that can be understood by a lay audience. 3) Perform editing for consistency throughout the website for accuracy and clarity of language, spelling, and grammar. 4) Provide text in MS-Word format to the Aquaculture Program Office. 5) Conduct regular calls with NOAA Aquaculture Program staff in Silver Spring, MD, to review assignments and progress. The period of performance will begin when the contract is awarded on or about June 30, 2006 and end December 29, 2006. The Government estimate was budgeted for this action is $15,000.00. The resulting purchase order shall be negotiated on a firm fixed price basis. The award shall be made on a best value basis using simplified acquisition procedures and commercial acquisition procedures. Quotes will be evaluated based upon approach, past performance, and price. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-08. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation ? Commercial Items. The Government plans to award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: (i) approach, (ii) past performance, (iii) price; FAR 52.213-3, Offeror Representations and Certifications ? Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. All interested contractor must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representation and Certifications. All responsible sources that can meet the requirements and provide services listed above may respond to this combined synopsis/solicitation with a quotation addressed to Gina E.
