Description
The National Cancer Institute (NCI), Clinical Genetics Branch (CGB), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis chromosome breakage testing for Fanconi?s anemia with Oregon Health and Science University (OHSU), 2525 SW Third Avenue, Suite 350, Portland Oregon 97201 in accordance with the simplified acquisition procedures authorized in FAR Part 13. The North American Industry Classification System Code is 621511and the business size standard is $12.5M. The NCI, CGB, DCEG branch is engaged in an ongoing clinical genetics study of hereditary bone marrow failure disorders of childhood. Fanconi?s anemia is the prototype disease, and families with this syndrome will comprise the majority of patients seen on this particular study. CGB has a need to obtain the results of the Fanconi?s anemia chromosome breakage test in order to appropriately classify family members as affected or unaffected by this disease. The samples will be derived from individuals who are members of families in which there is a clinical basis to suspect the diagnosis of Fanconi?s anemia. This particular study is part of a comprehensive, multidisciplinary, intramural research program within DCEG?s Human Genetics Program which is focused upon elucidation of the entire spectrum of scientific and clinical issues related to familial and hereditary forms of cancer. CONTRACTOR REQUIREMENTS: Specifically, the Contractor shall perform the following tasks: 1) receive samples of heparinized peripheral blood, lymphoblastoid or fibroblast cell lines with coded identification numbers from CBG investigators for chromosome breakage analysis. The Contractor shall be blinded to any identifying information pertaining to the individuals from whom these specimens were derived and will be prohibited from seeking any such information. Therefore, from the Contractor?s perspective, these samples shall be anonymous; 2) cells derived from these samples shall be exposed to diepoxybutane (DEB) and mitomycin-C (MMC) [Cervenka et al, Am J Med Genet 15:211-223, 1983] in the laboratory, using standard testing protocols, to determine whether the cells are unusually sensitive to the chromosome-damaging effects of these DNA cross-linking agents. PERIOD OF PERFORMANCE: Base Year: August 1, 2006 ? July 31, 2007 with four (4), twelve (12) month options. This requirement will be awarded as a firm fixed price, Indefinite Delivery Indefinite Quantity (IDIQ) type contract. The contract will include a total minimum of twenty (20) tests and a maximum of forty (40) tests for the base year and for each option. Oregon Health and Science University is the only source known to the NCI that currently and routinely uses both diepoxybutane and mitomycin C as the cross-linking agents. To continue laboratory studies NCI requires the services of Oregon Health Science University to provide continued support and complete uninterrupted analysis of further chromosome breakage testing. Changing variables at this time will be detrimental to the NCI study for chromosome breakage and the current study and diagnosis of Fanconi?s Anemia in patients. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material insufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm EDT on June 21 , 2006 to Malinda Holdcraft, Contract Specialist. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
