- The FAA New England Region has a new construction effort to furnish all labor, material, supplies, and equipment (except Government furnished), for the replacement of the engine generator serving the Airport Traffic Control Tower (ATCT) and Terminal Radar Approach Control (TRACON) at the Portland International Jetport in Portland, Maine. Work shall include but is not limited to installing a fully operational emergency generator and power system including a 2000 gallon above-ground diesel fuel storage tank. The engine generator building and above-ground fuel tank are provided as Government furnished equipment. Work involves site construction, concrete, thermal & moisture protection, finishes, mechanical, electrical, and plumbing. The performance period is sixty (60) calendar days. This project is a 100% set-aside for Small Business Concerns. The North American Industry Classification System (NAICS) code is 236210 with a size standard of $31M. Contractor must have successfully completed similar projects both in dollar amount and scope. The Request for Offer, including Technical Specifications, will be available via e-mail upon issuance. All requests must be sent via e-mail to Kevin Hart at kevin.hart@faa.gov Requests must include company name, point of contact, phone number, and company mailing address. Contract drawings will be mailed via USPS. The price range is $250,000 to $500,000. Performance and Payment bonds are required. This Notice is for informational purposes for Minority, Women-Owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $750,000.
