Description
COMBINED SYNOPSIS/SOLICITATION MULTIMEDIA LIGHTING AND SOUND (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice pending funding. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quote (RFQ) solicitation number FA2517-06-T-6036. (III) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. (IV) This solicitation is being issued as a small business set-aside; the associated NAICS code is 561920. The size standard is $6 million. Trying to encourage small business, preferably service disabled veteran owned vendors to reply. (V) This combined synopsis/solicitation is for the following commercial item: To provide lighting and sound in hanger 140, Peterson AFB CO for the 2006 Guardian Challenge. Provide equipement and services: provide sound, lighting, video projection and staging equipment and setup, operation and removal of same for the 2006 Guardian Challenge awards cermony and banquet to be held 17 Aug 2006 including all rehearsals if appliciable. (VI) Description of requirements are as follows: Contractor shall supply all equipment and labor to install test and operate all equipment stated below, for the purpose of providing projection systems, sound systems, theatrical lighting and stage dressing for the ?Guardian Challenge? 2006 awards/banquet ceremony at Hangar 140, Peterson AFB Colorado. Contractor shall, upon approval of said representative install soft goods, truss assemblies, required lighting components, sound system, dimmer board controls, staging and video projections systems and operate said systems in a manor to best provide lighting, sound and presentations for approximately one thousand people. Installation of all components shall take place on 14-17 Aug with removal on the 18th. Contractor shall provide all technical knowledge and the minimal number of technicians required to coordinate and setup all equipment to include the installation, adjustment, operation, and removal. Lift support will be provided by the government to assist in the placement of all components. The contractor will operate the lighting, projection and sound systems for all rehearsals. (Dates are subject to change, Contractor will be informed prior). The contractor shall provide all technical knowledge required to install operate and remove all equipment provided for under the contract. The contractor shall provide, but not limited to, all items listed herein for video projection of two common NTSC composite video signals for rear screen projection and 4 separate NTSC composite video signals for video wall inputs. The projector shall be rated at ANSI 12000 Lumen output or digital light projector equivalent. (Associated cables scan converters etc. as required). 2) 8 Cube Videowall 40? VGA to create 2x4 Videowall / 4?H x 11?W approximate (Associated cables, and display control) 3) 4ea. ES 5928 NTSC Input Card and 5ea. ES 5921 NTSC Output Card or equivalent. The contractor shall provide all necessary power distribution for projectors and racks, input cables, video, control and power distribution. Plan for redundancy in case of equipment failure. (VIII) FAR 52.212-1, Instructions to Offerors ? Commercial Items (Jan 2004), applies to this acquisition. In addition to written quotes, offerors are instructed to provide a capability statement describing qualifications to perform requirements listed at paragraphs V and VI. (IX) FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. Paragraph A of this clause is completed as follows: 1) Price shall be used to evaluate quotes. (X) The offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (May 2004). A copy of this provision is located at http://farsite.hill.af.mil/ (XI) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 2003), applies to this acquisition. (XII) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items (Jun 2004). Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are (b) (5i) (14) (15) (16) (17) (18) (26) and (31), (c) (1) and (2). (XIII) The following clauses are also applicable to this acquisition: 52.204-7, Central Contractor Registration; 52.252-2, Clauses Incorporated by Reference; 252.204-7004 Alt A, Required Central Contractor Registration; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items; including 252.225-7001, Buy American Act and Balance of Payments Program, and 252.232-7003, Electronic Submission of Payment Requests. (XIV) The Government intends to award a Firm Fixed Priced contract resulting from this solicitation. (XV) Quotes are required to be received no later than 4:00 pm MST, June 16 2006.
