Description
THIS IS A REQUEST FOR INFORMATION. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The US Army Corps of Engineers, Jacksonville District, is performing market research on possible future Requests for Proposal (RFP) or Invitations for Bid (IFB) tha t may be issued in support of maintenance dredging within the South Atlantic Division. These future solicitations will be structured as Multiple Award Task Order Contracts (MATOCs) and each solicitation may result in the award of a minimum of two and a ma ximum of five Indefinite Delivery/Indefinite Quantity (IDIQ) construction contracts. Each contract will include a Base Year period and two Option Year periods. Individual Task Orders will be competed among eligible MATOC awardees and will be awarded on a firm-fixed price basis. These MATOCs will be used for maintenance dredging work within the boundaries of the South Atlantic Division (SAD) which includes Wilmington, Charleston, Savannah, Jacksonville, and Mobile Districts. The purpose of this synopsis is to determine the interest, capability, and availability of qualified contractors to perform these services including 8(a) contractors, HUBZone Certified Small Business Concerns, Service Disabled Veteran Owned Small Businesses, Small Disadvantaged Busine sses, Small Businesses, Woman-owned Businesses, and Large Business concerns. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 237990, Other Heavy and Civil Engineering Construction, and the Federal Supply Code (FSC) is Z216, Maintenance Dredging. The Small Business Size Standard for this requirement is $18.5 Million. Offerors are requested to respond to this Synopsis with the following information (responses should be limited to five pages). 1. Company name, address, point of contact, telephone number, fax number, and e-mail address. 2. Capability to perform, to include geographic span, logistic complexity, and project size. 3. Business size to include designation as HUBZone, 8(a), etc. 4. Bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 5. Whether or not your equipment is Coast Guard Certified. 6. Whether or not the Silent Inspector system installed and operational on any or all of your Hopper Dredges. 7. List of the last five dredging projects performed for the U.S. Army Corps of Engineers, to include contract number, award date, dollar value of contract, project location, name of District, and point of contact. 8. If your firm is a Small Business, provide affirmation that your firm can comply with the following minimum requirements: FAR 52.219-14, Limitations on Subcontracting, requires that a small business concern perform at least 15 percent of the cost of t he contract, not including the cost of materials, with its own employees; also, a small business firm must comply with the requirement that 40 percent of the volume dredged must be dredged using a dredge owned by a small business concern.
