Description

Technical Questions: Technical inquiries are to be submitted via Bidder Inquiry in ProjNet at www.projnet.org\prognet W912HN-06-R-0057 Bidder Inquiry Key WGSLAN-9KQW7A The contract will be Firm-Fixed Price (FFP). The project will be solicited and procured using a Performance Price Trade-Off request for proposal in accordance with Federal Acquisition Regulation (FAR) 15. The estimated cost range is $25,000,000.00 to $10 0,000,000.00. Options may be included. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. Contractors must register in the Central Contractor Registration (CCR) at www.ccr.gov. ??After completing CCR, in order to download specifications and drawings contractors and their subcontractors must register at Federal Technical Data System (FedTeDS) at www.fedteds.gov. ?In order to locate solicitation Contractors can go to FedBizOpps and search for the solicitation number at www.fedbizopps.gov.? Contractors can also locate solicitation link at https://ebs.swf.usace.army.mil/ebs/AdvertisedSolicitations.c fm?Seldist=SAS. Contractors can register to be put on a plan holders list that others can access through the FedBizOpps site. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments. Description of work: The Barracks Improvement Project will replace all existing deteriorated and failed components in buildings 4255, 4265, 4275, 4285, and 4295. This project will expand administrative areas, reconfigure the buildings entrance and rearran ge the squad bays into open troop bay layouts to achieve a maximum capacity of 248 PN. The scope includes: replacement of all interior building finishes such as flooring, wall coverings, painting, all window systems, buildings interior electrical systems a nd the electrical system back to the main distribution lines including transformers, fire alarm systems, HVAC systems including air handling equipment and controls, plumbing fixtures, complete water and sewage systems back to the main distribution points, new fire suppression system, and ceilings are part of this project. Offerors are required to submit a price and technical proposal. Each proposal shall contain the offerors best technical proposal and best price. Proposals shall include sufficient detai led information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with offeror.
