Description
THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS PURSUANT TO THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM. THIS PROJECT IS A REQUEST FOR PROPOSAL (RFP), BEST VALUE SOURCE SELECTION SOLICITATION. POC FOR THIS PROJECT IS MRS. MARIE KLU SMAN AT FAX: (251)694-3626. The project for which Design-Build RFP documents will be developed is the new 1st Air Force Headquarters Building (AFFOR) Phase II Facility for the United States 1st Air Force. This project will provide additional administrati ve space for the centralized Command Facility for the 1st AF Headquarters. This is a Headquarters Building and as such requires certain space amenities and finish treatment benefiting its mission and occupants. This facility will house multiple General O fficers and will host dignitaries and other General Officers from countries outside the U.S., Federal Agencies, State Agencies, and all U.S. Military Branches. This facility and its occupants will process SECRET communications and data in open storage env ironments. The primary function of the majority of the AFFOR Staff is the utilization of communications and data that is received and transmitted over personal computers. Thus much of the building will be developed as open office space, with landscape fu rnishings to support a dense development of individual workstations and multiple personal computers. This facility shall be designed in compliance with the LEED Green Building System. The facility shall be sited to include energy conservation measures. It shall include architecture and building systems that will meet Bronze Certification or better per the LEED Rating System. An extensive communications/data system will comply with SCIF requirements and include fiber, and copper conductors. Telephone and LAN systems shall be designed by a certified RCDD. The electronics equipment, equipment racks and patch cords for the structured cabling, telephone and A/V systems is by the Government. Included in the contract for construction is conductors, conduit, P DS, punch down blocks, devices and device boxes. Other electronic systems include: cable television; mass notification system; intrusion detection system; access control system; sound masking system; closed circuit security television system. The facilit y shall meet all applicable anti-terrorism force protection requirements of the UFC 4-010-01 DoD Minimum Anti-terrorism Standards for Buildings. Estimated cost range of the project is from $5,000,000 to $10,000,000. Bid/solicitation documents should be a vailable on or about 27 June 2006. Mr. Edward M. Note No. 1: EFFECTIVE IMMEDIATELY; the U.S. Army Corps of Engineers, Mobile District, is implementing a new procedure for posting all NEW solicitations. The Mobile District Electronic Bid Solicitations (EBS) system will no longer be used to post solicitat ions. The new system, called Federal Technical Data System (FedTeDS), is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. All prospective contractors and their subcontractors and suppliers must be registered in FedTeDS before they will be allowed to download solicitation information. Bidders, subcontractors and Dod ge/Plan Rooms are required to self-register their firm or office on the FedTeDS system in order to be able to download the electronic files. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Ne ither telephonic, mailed, nor fax requests will be accepted. Registration should be completed one week prior to the issue date. The purpose of the conf erence is to familiarize the bidders with the scope of work, address bidders questions concerning the project, participate in a site visit to become familiar with the existing site conditions, and familiarize the bidders with the Best Value process. Failure to do so shall not relieve offerors from responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government shall assume no responsibility for any understanding or representations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the Request For Proposals, the specifications, or related documents.
