NEW INFORMATION *** DFAS-CSD would like to thank vendors for their interest and responses to the on-line Market Research Questionnaire regarding the Systems Management and Engineering Services Pre-Solicitation Notice. Since the DOD-wide programs that DFAS supported are now centrally managed by the Business Transformation Agency (BTA), DFAS will not be continuing with the Systems Management and Engineering Services effort. Any changes to the status of the Systems Management and Engineering Services effort will be posted to the Federal Business Opportunity web site. *** END OF NEW INFORMATION The Defense Finance and Accounting Service (DFAS), Acquisition Executive, in coordination with the DFAS Contract Services Directorate (CSD) is developing the acquisition strategy for the Systems Management and Engineering Services (SM&ES) Contract. The scope of the SM&ES is to acquire a full range of performance-based Information Technology services necessary to support the DFAS enterprise infrastructure and information goals. Specifically, contracts awarded are targeted to support development, deployment, operation, maintenance, and sustainment requirements, as well as program management functions, to include development of required Life-Cycle Management (LCM) documentation. Specific details will be described in individual Task Orders issued under the Contract. It is anticipated that the SM&ES Contract will be a multiple-award, indefinite delivery/indefinite quantity (ID/IQ) contract vehicle. The Government intends to conduct this acquisition under FAR Part 15, Contracting by Negotiation. Contractors will be required to support a minimum of SECRET security clearance. The period of performance for these contracts will be a one-year base with four, one-year option periods. The estimated total value of this acquisition is $300 Million. DFAS will be conducting Market Research as part of the acquisition planning phase. As such, it has developed an on-line Market Research Questionnaire which can be found at http://www.dod.mil/dfas/about/BusinessOpportunities/ActiveSolicitations.html . The purpose of this survey is to gain a better understanding of the marketplace, including small business participation, commercial and industry best practices, performance metrics and measurements, innovative delivery methods, effective incentive programs and pricing models. Prospective vendors are encouraged to participate in this market research by completing the on-line questionnaire no later than April 28, 2006. Requests for an extension will be considered. This Market Research is being conducted for planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of DFAS to acquire any products or services. DFAS does not intend to award a contract on the basis of information obtained from this Questionnaire or otherwise pay for the information requested. Submission of a response to this Questionnaire is voluntary. Vendors are advised that Acquisition Solutions, Inc. (ASI), 1655 Fort Myer Drive, Arlington, VA, has been retained to provide acquisition support during the SM&ES acquisition to include review of the Market Research responses, development of the RFP requirements, and the eventual source selection process. ASI is expressly prohibited from competing on this acquisition and will not participate in recommending a source for award. All future messages and documents regarding this acquisition will be found on the FedBizOpp and DFAS Business Opportunity web sites.
