Description
DESC: The U.S. Export Assistance Center intends to establish a purchase order for support services for Raleigh US Export Assistance Centers in Raleigh, NC. These services will include support to the local USEAC Director in implementing and expanding the Rural Export Initiative (REI) Program and services to the local business communities in and around the USEAC Raleigh, NC, area. Period of performance to begin on or about June 26, 2006 will continue thru September 30, 2006. The services provided in the option year will be same, if exercised as that in the base year. The Contractor shall be required to provide marketing and research services in support of the Department of Commerce (DOC) Rural Export Initiative (REI) activities at the US Export Assistance Center (USEAC). The Contractor shall be required to develop specialized and unique market research products that contribute to the rural value-added counseling performed by the USEAC. Specialized market research products are developed using current market research tools see (www.export.gov, and www.buyUSA.gov). Minimum Requirements: 1)Work with local non-profit and governmental partners in rural communities to identify and recruit clients for rural events 2)Design and distribute marketing materials for export-readiness seminars 3)Update Client Management System by entering new rural clients and updating existing rural client records 4)Update rural media database 5)Compile rural congressional and state representative database 6)Canvass for rural successes Reponses to this solicitation shall be evaluated based on technical merit and cost, and consist of: -Resumes or comparable material documenting the contractor's skills and abilities as they relate to the statement of work. -Supporting documentation to consist of:A writing sample not to exceed 2 pages which demonstrates an ability to formulate an area/issue for analysis and includes in the text or as an appendix presentation of data in graph or table format to support analysis or conclusions. -Three charts or tables to demonstrate the applicant's ability to print and format information. -A list of the software and hardware with which the applicant is proficient, including training completed and extent of applicant's use of hardware/software. Evaluation Criteria The following evaluation factors shall be used to review proposals: (1) Resumes- will be evaluated based on the extent to which they demonstrate knowledge, skill or ability in (a) writing brief research reports in concise, non-technical prose; (b) using trade-related information sources or data bases; and (c) proficiency in hardware and software comparable to Lotus, Microsoft Office, Windows, and IBM-compatible pc with wide area communications capability. Supporting documentation shall consist of: (2) Software/hardware proficiencies ? will be evaluated based on the degree to which formal training has been completed, and extent of use. Writing Samples ? will be evaluated based on the extent to which writing is clear, concise and non-technical and data are used/incorporated to support analysis. Charts/Tables ? will be evaluated on the extent to which they are clear to the reader (e.g., concise and clear heading; organization of data in easy to follow rows, columns, trend lines or other formats). A list of software and hardware with which the offeror is proficient, including training completed and extent of appicant?s use of hardware/software. This is a small business set-aside.
