- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Army Contracting Agency, Aberdeen Proving Ground Directorate of Contracting has a requirement for stucco-type facades to be placed on corrugated steel sea-land containers that comprise the Military Operations in Urban Terrain (MOUT) training facility. This is a 100% small business set aside under NAICS code 238140 with a size standard of $12M. The RFQ number is W81C5M61303302. The scope of work follows: 1. Contractor to supply all labor, material, equipment, insurance necessary to apply stucco-like facades with a block face pattern and mud appearance and to complete the project in a timely manner as described below. All work will be performed in a profess ional?manner. 2. Contractor to apply facade with a block face/mud/stucco appearance to a. Five, 8x8x20 MOUT facility containers = 448 square feet each. b. One, 8x9x 20 MOUT facility container?= 604 square feet. c. One, 8x9x40 MOUT facility container?= 864 square feet. d. One 8x9x20 MOUT facility container?= 604 square feet. e. One, two story MOUT facility container, 16x18x40?= 1728 square feet. f. One, two story MOUT container, 16x18x40 w/8x9x20 extension?= 2,054 square feet. g. Three, MOUT containers connected, 27x8x20?= 752 square feet. h. One, 8x9x40 container w/ 8x9x20 extension?= 936 square feet. NOTE: All measurements are approximate; the contractor is responsible for verifying the square footage. Measurements include doors and windows. 3. Color and pattern: Containers will have stucco applied to approximate the appearance of the MOUT facility across the street from the expanded MOUT area. 4. MOUT facilities are corrugated steel sea-land containers (8' wide, 9' high, 20and or 40' long) with doors and windows cut into them to make them look like buildings. MOUT stands for Military Operations in Urban Terrain. Photos are available to show the MOUT structures we plan to use and the mud like facade we are trying to duplicate. The two two-story MOUT facilities are made up of two containers back-to-back on the ground w/one container on top of one of the ground containers. The roof of the other ground container forms a deck accessible from the second story container. 6. Material to be applied shall be waterproof, able to withstand bumps associated with tactical operations and rappelling, fade-proof, and easy to repair. 7. The contractor shall complete the project no later than 31 July 06, weather permitting. 8. Bids will be a firm fixed price. 9. No foreign nationals or green card holders are allowed at the work site. 10. Photo ID is required for access to the work site. ATC will provide an escort for the work crew. 11. The contractor will supply a job site dumpster for the removal of all construction debris trash associated with construction. 12. The Government will supply water. Contractor will supply electricity. 13. All work will be completed on site. 14. Contractor is required to submit samples for approval prior to award. 15. Criteria for best value evaluation will include: price, schedule, technical approach, durability, fade characteristics, ability to withstand minor bumps associated with tactical operations and rappelling, ease of repair, and warranty.
