Description
W912PL-06-R-000 Army Global Information Center (AGIC), Ft. Huachuca, Arizona Construct an information processing and network operations facility. Project includes an operations facility, crisis action center, computer room, operation support areas, conference area, a tactical communication station and pad for communication restora tion, and storage. The project will include redundant power, raised access flooring, fire protection and detection systems, installation of intrusion detection system (IDS) and connection to the installation energy monitoring and control system (EMCS). A ccessibility to the facility will be via a new tunnel connection through the warehouse space in adjacent Greely Hall; directly connected to the new AGIC/NOF. This project will consolidate and expand current and new missions with a state-of-the-art network operations facility. This will meet the need for assured enterprise network operations Army-wide and provide space to manage and defend the Armys informatio n networks and systems critical to Homeland Defense, war fighting Combatant Commanders and Department of Defense (DoD) operational requirements. Continual real time reconnaissance and assessment of the Armys information and operational network systems is critical in order to achieve and maintain information dominance and to transform the Army into a network centric knowledge based force. This mission provides Army and DoD decision makers a comprehensive, integrated, situational awareness and operational reporting capability of the Armys networks, critical systems and designated applications that comprise the Armys portion of the Global Information Grid (GIG). Construction Site: The site for this project is an unused existing parking lot (due to force protection requirements) on a narrow strip of land located in the main cantonment area of Fort Huachuca, between Greely Hall on the south and ONeill Hall (MTD) on the north. The site slopes gently to the north before it hits a retaining wall and drops of f behind ONeill Hall. There is no vegetation on the site. Target number of personnel is 394 (original scope; actual reduced occupancy is approximately 301 personnel). THIS IS A 100% UNRESTRICTED REQUEST FOR PROPOSAL (RFP) IDIQ, BEST VALUE  TRADE-OFF WITH HUBZONE PREFERENCE. Both a technical and a price proposal will be required. The Technical Evaluation Factors for this procurement are in Section 0110, entitled, Sub mission Requirements and Instructions. It is the Governments intent to award based on initial offers without discussions; therefore, the offerors shall provide their best technical and price proposals. Performance Period is for 540 calendar days after Co ntract Receipt of Notice to Proceed (NTP). Please note that there are special instructions pertaining to hand delivered proposals. These special instructions can be viewed in Section 00100 of the advertised solicitation. An important notice to all potential offerors: The U.S. Army Corps of Engineers , Los Angeles has implemented a new procedure for posting solicitations. On 15 February 2006, the Electronic Bid Solicitations (EBS) system will no longer be used to post solicitations. This Solicitation No. W912PL-06-R- , Army Global Information Center, Ft. The Los Angeles District Sub-contracting goals are as follows: 62% with small business, 10% with s mall disadvantaged business, 10% with woman owned small business, 3% with Veteran-Owned small business, 3% with severe disabled veteran owned small business and 3% with Hub-Zone small business. The Government intends to issue this solicitation and all ame ndments through the use of the Internet. No additional media (CD ROMs, Floppy Disks, Faxes, or paper) will be provided unless the Government determines that it is necessary.
