- This requirement is for the advanced research and development in the area of autonomous power efficiency technology that approaches power management from a just-in-time and just-enough perspective, avoiding the inefficiencies and risks to mission capability inherent in providing maximum power to electronic applications at all times, while allowing for intelligent, autonomous thermal management of densified and/or environmentally isolated electronics that allow for size and weight reductions necessary for a leaner, swifter, more agile fighting force. The objectives of this project include: Developing a system-level approach for autonomous power management of electronics systems that rely on a dedicated, remote power source, including the capability to sense the minimum power necessary to operate without a reduction in performance, and the ability to deliver the necessary power to the system components without reductions in the timeliness of system response, while maximizing the conservation of its available energy resources. Developing a methodology that allows for the automated, real-time, automated determination of the amount of energy needed by an electronics system. Developing a methodology that allows for the autonomous parametric adjustment of an electronics system (e.g., internal clocks, supply voltages) for the efficient delivery of a level of energy that reduces dynamic power dissipation and suppresses transient power demand. Developing hardware and software?independent of application, architecture, or packaging?that implement the methodologies developed above, while minimizing the additional size and weight required for the specific power management apparatus. Demonstrating the potential for reduction in size and weight of systems utilizing such an implementation of at least 50% on each parameter (including any power management hardware) without a reduction of any measurable performance parameter. In response to the Request for Proposal (RFP), contractors will be required to develop and submit a cost proposal and a Statement of Work/Technical Proposal in response to the previously stated objectives. This requirement is 100% set-aside for small business. The place of performance will be at the awardee?s facility. The anticipated duration of this research and development project is 12 months. Expected award date is on or about 30 September 2006. Basis for award will be on best value basis with the evaluation criteria being outlined in Request for Proposal H94003-06-R-0006.
