- Description
- The U.S. Army Corps of Engineers, Portland District, Portland, Oregon (COE) is conducting a market survey on the availability of potential contractors to provide acoustic micro-transmitters intended for implantation into yearling and sub-yearling Chi nook salmon and other juvenile fishes. The COE has developed and demonstrated a juvenile salmon acoustic telemetry system (JSATS) consisting of acoustic micro-transmitters (tags) and autonomous and networked acoustic receivers (nodes) that meet its needs for evaluating the survival of juvenile salmonids migrating through the Columbia River Federal Hydropower System. In order to be eligible for award, the Contractor must demonstrate that their acoustic tags meet functional and design specifications for size, shape, performance, quality assurance and bio-compatibility. Two qualified firms will be selected for capabilit y demonstration, which will consist of preparation of fully functional tag prototypes which will be evaluated for performance at an independent testing facility. Prototypes that meet or exceed functional specifications will be evaluated for bio-compatibil ity and/or be based on the documented past performance of the competing firms to provide bio-compatible telemetry devices for fish. Included in the evaluation of firms will be their history for on schedule delivery of large quantities of high quality tele metry devices. Evaluation and rating factors will be included in the solicitation when issued. Solicitation will be available on or about 17 July 2006 with proposals due on or about 16 August 2006 or 30 (can be less for commercial contracts) days after i ssue. This will be the first of several years contracting for this type of equipment. For fiscal year 2007 our estimate for numbers range below (this is a VERY rough estimate at this time): Transmitters 15,000 to 31,000 Nodes 50 to 90 The contact is anticipated to be awarded in August 2006 and has a total contract period of approximately 2 years.
