Description

USAID/Madagascar intends to modify Contract No. 687-C-00-04-00155-00 with International Resources Group (IRG) under the Sustainable Environmental and Forest Ecosystems Management (Jariala) Program. The modification will expand the current contract with an estimated additional cost of $600,000. The contract will enable IRG to continue their current scope of work with additional activities and results Specifically, these funds will allow the completion of work foreseen in the life of program plan with additional support in the following areas: (i) capacity building on the use of information for decision making and application of participatory dialogue and planning techniques to incorporate environmental concerns into investment and development planning; (ii) energy and reforestation activities in targeted regions; and (iii) environmental governance and transparency in forest and natural resources decision making by engaging a wider number of actors. The contract expansion is being single-sourced under AIDAR 706.302-70(b)(5) for the continued provision of specialized services when award to another resources would result in substantial additional costs to the government or would result in unacceptable delays. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 15 calendar days (fifteen days) after the date of publication of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
