- The Kansas City Commodity Office (KCCO), Farm Service Agency, U.S. Department of Agriculture is a buyer of truck lots of food commodities for various domestic feeding programs. Additional information about the programs and/or submitting offers on commodities is available at: http://www.fsa.usda.gov/daco/default.htm. All contractors interested in offering commodities shall comply with KCCO?s qualification requirements as required by the Federal Acquisition Regulation (FAR) Part 9.202(f). The qualification requirements are available at: http://www.fsa.usda.gov/daco/VendorQualifications/QualificationRequirements.pdf. The following commodities, which are classified by NAICS code 311823, are purchased by KCCO. Purchases for Domestic Feeding Programs For Grain and Miscellaneous Processed Food Products: http://www.fsa.usda.gov/daco/commRequirements.htm Pasta Products (PA): Pasta products, enriched and whole wheat shall meet the requirements as specified in Commercial Item Description A-A-20062D (May 20, 2005), except only semolina flour shall be used. Noodles, Egg, Enriched shall meet the requirements as specified in Commercial Item Description A-A-20063C (June 3, 1997), except that enriched egg noodles shall be 1/2 inch wide. All wheat used in the manufacturing of the product shall be tested for vomitoxin in accordance with procedures approved by Federal Grain Inspection Service (FGIS). Any wheat testing higher than two (2) parts per million (ppm) shall not be used in production of the commodity. One (1), two (2), and 2 1/2 pounds of product shall be packaged in a minimum two (2) mil. Polyethylene or polypropylene bag. One (1) and two (2) pounds of product shall be packed in a folding paperboard carton with sealed ends. Four (4), five (5), ten (10), and 20 pounds of product shall be packed in a minimum three (3) mil. polyethylene or polypropylene bag. Shipping containers shall be packed with 10/1-pound, 24/1-pound, 12/2-pound, 10/2-pound, 8/2.5-pound, 5/4-pound, 4/5-pound, 2/10-pound, and 1/20-pound bags or cartons. Container and packaging requirements for commercial products are those used in the current commercial shipping practices. The marking and labeling for commercial products must be preserved, packaged, and labeled in accordance with good commercial practices. The technical contact is Grain Products Branch at 816-926-6064. Macaroni and Cheese (Dry) (MC): The commodities delivered shall meet the requirements as specified in the Commercial Item Description for Pasta Products, Enriched, A-A-20062D (May 20, 2005), except for the following: (1) only semolina flour shall be used; (2) only enriched elbow style macaroni shall be used; and (3) size of the elbow style macaroni shall be specified by the Government. All wheat shall be tested for vomitoxin in accordance with procedures approved by (FGIS). Any wheat testing higher than 2.0 ppm shall not be used in production of the commodity. The cheese sauce shall: (1) be a dry mix with a pale yellow/peach color with a slight speckled appearance; (2) have a milk cheddar cheese flavor, with pronounced notes of tanginess, very slightly bitter and slightly salty without objectionable aftertaste; (3) be smooth, moderately thick, no lumpiness; and (4) shall not require the addition of milk or butter to the recipe. The commodity shall be packaged in twelve (12) meal units, and each shall be packed into a single fiberboard shipping container. A meal unit is designated as one (1) 10-ounce package of dry blended cheese sauce enclosed within a fiberboard carton containing one (1) pound of enriched elbow style macaroni. The dry blended cheese sauce shall be individually packaged in vapor/moisture resistant foil laminated packages and hermetically sealed. USDA packaging and labeling is utilized per Appendix 2.
