Description
The Customs and Border Protection intends to award, on a sole source basis, a contract for remedial, preventive and accidental maintenance of the Government-owned License Plate Reader (LPR) and Vehicle Counter (VC) units, as well as maintenance on the LPR software to Northrop Grumman IT, 9737 Cogdill Road, Suite 200N Knoxville, TN 37932 under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Services required are available from only one source or a limited number of responsible sources and no other type of services will satisfy agency requirements. The North American Industry Classification System (NAICS) code is 811219. This requirement entails remedial, preventive and accidental maintenance of the Government-owned License Plate Reader (LPR) and Vehicle Counter (VC) units, as well as maintenance on the LPR software. The required maintenance includes qualified technical personnel, materials, and travel in order to maintain the LPR and VC systems. The LPR systems must be maintained so that the systems can automatically locate, read, process and communicate the license plate data to the Treasury Enforcement Communications System (TECS). Through the interface with TECS the LPR system must be maintained in order to locate the license plate(s), correctly read both the alphanumeric characters and state or province of origin, and send the resulting license plate information to TECS, on at least 90% of all passenger vehicles in the field of view of one (1) of the LPR imagers as vehicles pass through inbound, outbound and remote port lanes. Remedial maintenance support is required on a twenty-four (24) hours per day, seven (7) days per week, three-hundred sixty-five (365) days per year basis. The approximately 403 lanes of CBP LPR and VC systems to be maintained are located at approximately 63 Ports of Entry (POE) throughout the continental United States (CONUS). Required maintenance support may also include newly installed LPR equipment beginning upon warranty expiration. The requirement also includes modification/upgrade of the LPR system in order to read and process newly issued license plates. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement within 15 days of this notice. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
