- TO ALL INTERESTED PARTIES This announcement is posted as a request for information only, for an upcoming Request for Proposal (RFP) that will be posted in FEDBIZOPPS. This request for information is issued to determine whether or not there are qualified sources that will be able to meet the requirements. The RFP will be for juvenile inpatient mental health services and inpatient physician services for juvenile male and female Federal offenders held under the authority of United Sates Statutes housed in existing juvenile residential care facilities under contract with the Federal Bureau of Prisons (BOP) within the contiguous counties of Minnehah, Lincoln, Turner, McCook or Sioux Falls, South Dakota area. The requirements are as follows: BASE PERIOD Line Item 1: Juvenile Inpatient Facilities Services - (Minimum of 11 days facility services per year) Line Item 2: Psychiatric Physician Visits - (Minimum of 5 visits per year) OPTION YEAR ONE Line Item 1 Juvenile Inpatient Facilities Services - (Minimum of 11 days facility services per year) Line Item 2: Psychiatric Physician Visits - (Minimum of 5 visits per year) OPTION YEAR TWO Line Item 1 Juvenile Inpatient Facilities Services - (Minimum of 11 days facility services per year) Line Item 2: Psychiatric Physician Visits - (Minimum of 5 visits per year) OPTION YEAR THREE Line Item 1 Juvenile Inpatient Facilities Services - (Minimum of 11 days facility services per year) Line Item 2: Psychiatric Physician Visits - (Minimum of 5 visits per year) OPTION YEAR FOUR Line Item 1 Juvenile Inpatient Facilities Services - (Minimum of 11 days facility services per year) Line Item 2: Psychiatric Physician Visits - (Minimum of 5 visits per year) REQUEST FOR INFORMATION 1. What experience does your agency have in providing inpatient mental health and psychiatiric physician services to the offender population? 2. What experience does your agency have working with law enforcement agencies and/or juvenile residential care facilities? 3. What are the requirements for a facility to operate an inpatient program in the State of South Dakota, specifically in Minnehaha, Lincoln, Turner, and McCook Counties? 4. Does your agency use a cognitive-behavioral approach to inpatient mental health programs? 5. What treatment techniques does your agency employ to target mental illnesses (i.e. intent to cause self harm, suicidal behavior, competency and special needs, etc.)? 6. What assessment tools does your agency use? What does an assessment by your agency include? 7. What type of therapy does your agency offer? 8. How does your agency provide referral agents documentation of treatment services rendered? 9. Would your agency nave problems obtaining and maintaining qualified staff? 10. Are there any state regulations that prohibit disclosure of client? 11. Are there any physical space limitations at your facility that would interfere with providing inpatient mental health services? 12. Does your agency have internet capabilities? 13. Do you feel a pre-solicitation conference would provide any assistance in clarifying the requirement for this area? If so, explain how it would be helpful. 14. Are there innovations in the are inpatient mental health services that the BOP could benefit from and if so what are they?
