- This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-08 and DFARs Change Notice (DCN) 2006-01-23. Standard Industrial Classification (SIC) code is 6512 and the size standard is $6.5 million dollars. NAICS is 531120. This acquisition is a 100% small business set aside. Simplified Acquisition Procedures (The award will be less than $100,000) will be followed. This purchase will be for the rental of a trailer. DESCRIPTION OF SERVICES 1.1. Scope of Work. Contractor shall provide a 12 to 18 month lease for a 12ft. x 60ft. single wide trailer with one 144 sq. ft. office at one end of trailer. Provide stairs to trailer, access to trailer will be at either end of trailer, one door at each end of trailer. Trailer will be installed on the east side of building 151 at Edwards AFB. This lease shall also include all costs to deliver, set up, anchor and tie down, return unit at end of lease, dismantling and monthly trailer lease costs. Lease shall also include furniture: seven (7) desks with side drawers, seven (7) chairs with arms, two (2) flipper cabinets above each desk and partitions dividing desk areas. 1.2 HVAC. The trailer shall be heated and cooled by a refrigerated heat pump system. The system shall include a heating/cooling thermostat, air flow shall be ducted above ceiling and be distributed through registers in ceiling. 1.3 Electrical. Trailer will be provided a minimum of twelve 120 volt receptacles with four receptacles per circuit supplied by 20 amp breaker per circuit. Lighting will be on a dedicated circuit along with the HVAC system. 1.4 Insulation. Floors and walls shall have a minimum of R-19 insulation. The ceiling shall have a minimum of R-30. Exterior doors shall have a minimum insulation value of R-11. Windows shall be double glazed and considered energy efficient. 1.5 Doors. Trailer shall have two exterior doors and one office door. Exterior doors shall be steel type with standard knob and lock set, door sweep and exit signage. Interior door shall be wood type solid or hallow core with standard knob and lock set. 1.6 Furniture. Desk shall be free standing double pedestal 60in wide by 30in deep by 29in high. Finish color shall be black. Overhead storage cabinets shall be provided above desk with lockable door, each cabinet shall be 36in. wide by 18in. deep. Desk shall have freestanding fabric panels on three sides approximately 5ft. high sized to hold overhead storage cabinet and provide an enclosed work area on three sides of the desk. Panel shall be fabric constructed of aluminum or steel frame and fiberglass sandwiched between. Desk chair shall be an adjustable height chair with arms, fabric seat and back flame retardant and have rollers on legs for ease of movement. Color to match panels and desks for an aesthetically pleasing design. SERVICE DELIVERY SUMMARY 1. Provide leased trailer to be installed at building 151 on Edwards AFB as described in Para. 1.1. Performance threshold will be by the job, approximately two days. The method of surveillance will be by inspection of trailer installation during install and complete operational check systems after the installation is complete by 412 MXG/MXFO. 1.1 Contractor shall provide submittal for furniture layout for user approval. Please include delivery time after receipt of purchase order and FOB Destination. Place of delivery, performance, and acceptance is FOB Destination to Edwards AFB, CA 93524. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis.
