Description
The government intends to award a contract using oral solicitation procedures for the following commercial item. If you are interested in quoting on this requirement please submit a quote no later than 16 June 2006 4:00 PM (EST) to the contact listed below. This requirement is set-aside for small business only. The NAICS Code for this synopsis/solicitation is 334112, Size Standard 1000 employees. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular Fac 2005-09, Effective 19 Apr 2006. The Government intends to awaard a contract for the following line items: CLIN 0001: Quantity two (2) add-on drive kit for an Overland NEO Series Tape Library 4000, Part Number: LTO-2. This is a part belonging to a preexisting unit and the spare must be HP LTO-2 to be compatible with the current syste. CLIN 0002: Quantity one (1) 6-foot VHCDI to VHDCI cable. To be delivered to Hanscom Air Force Base, Massachusetts 01731. FOB: DESTINATION. Inspection and acceptance: DESTINATION. The following provisions and clauses apply to this procurement: FAR 52.207-4 FAR 52.212-1, Instructions to Offerors-Commercial, FAR 52-212-3 Offeror Representations and Certification-Commercial Items Representations and Certification must be completed in accordance with FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. Offerors must also complete the Representations and Certifications identified in DFARS 252.212-7000 Note: Offerors are now required to provide representations and certifications electronically via the BPN website; to update the representations and certifications as necessary, but at least annually, to keep them current, accurate and complete. The On-line Representations and Certifications Application (ORCA) website for contractors to register or make changes is located at: <http://orca/bpn.gov>. FAR 52.252-2, Clauses and provisions may be accessed in full text at www.farsite.hill.af.mil; Included are DFARS 252.212-7001 the following clauses apply: 252.225-7001; 252.232-7003; 252.247-7024; 252.225-7002 and 5352.201-9101 OMBUDSMAN (10 AUG 2005 5352.201-9101 OMBUDSMAN (10 AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
