Description
Market surveys are being conducted to determine if there are qualified contractors, including HUBZone certified, 8(a) certified, Service Disabled Veteran Owned Small Business (SDVOSB) or local contractors (either large or small businesses) that meet the specific criteria for the following eight (8) proposed projects authorized by The National Defense Authorization Act of FY 2006 (Base Realignment and Closure (BRAC)). These BRAC projects are located in Kentucky and Ohio. Unless otherwise indicated, t he applicable NAICS Code is 236220, which is for General Construction. DFARS 226.71, Preference for Local and Small Businesses (revised March 14, 2002) gives preference to local contractors, if they are available and qualified to perform the work if the Government is considering limiting the procurement to HubZone certified, 8(a) certified or Service Disabled Veteran Owned Small Business Contractors. Local is defined as having a home office in the county or adjacent county of the aforementioned projects. 1. Facility Infrastructure Upgrades, Wright Patterson AFB, OH Infrastructure upgrades in Area B to support BRAC development to include steam mains, potable water, sanitary sewer, storm sewer, road relocations, and power and communication systems. Work will occur in Greene and Montgomery Counties. This project is planned for advertisement in December 2006, with award scheduled for March 2007. Contract duration is 540 days. NAICS Code is 237990. Estimated cost range is between $10,000,000 and $25,000,000. Adjacent Counties are: Clark, Miami, Drak e, Preble, Butler, Warren, Clinton, Fayette and Madison. 2. Human Resource Center of Excellence Phase I, Ft Knox, KY This is phase one of a two phase project. Phase II (PN 65833) is planned in FY 2008. Provide Design/Build services for an administrative office complex approximately 275,000 SF. Primary facilities include an information technology facility, general purpose administration, conference areas, and storage space. Supporting facilities include all site utilities, fire protection systems (including sprinklers, detection devices, and alarms), information systems, access roads and parking, paving, walks, curbs, and gutters, storm drainage, and site improvements. Project shall provide all required anti-terrorism/force protection measures. Access for individuals with disabilities will be provided. This project is planned for advertising in December 2006, with award scheduled in March 2007. Contract duration is 730 days. The estimated cost range is between $50,000,000 and $100,000,000. 3. Infantry Brigade Combat Team Phase 1, Ft Knox, KY  the following three projects are all within the confines of the Infantry Brigade Combat Team Phase 1, Ft Knox, KY; however, each project will be advertised, evaluated and awarded separately. Work on t hese projects will occur in Hardin County. The adjacent counties are: Jefferson, Breckinridge, Grayson, Larue, Meade, Nelson and Bullitt. 3a. Barracks The proposed project will be for the design and construction of Unaccompanied Enlisted Personnel Housing (UEPH) facilities for 841 personnel. This project type is to house single soldiers and is intended to be similar both functionally and technically to  hospitality-style accommodations in the private sector community surrounding the installation. The configuration must conform to the Army 1+1 unit  a two bedroom, one bath apartment style living unit with common shared utilities. The size of the facilit y will be approximately 308,000 SF. Furniture will be GFI. Work includes connection to the Energy Monitoring and Control System (EMCS), installation of Intrusion Detection Systems (IDS), fire protection and alarm systems, information systems, and includes a keyless card entry system. Work also includes connection to and distribution of all utility systems. Supporting facilities include potable water, sanitary sewer, electrical, natural gas, conc rete hardstand, asphalt paving, fencing, paved roads, sidewalks, clearing and grubbing, erosion control measures, exterior lighting, landscaping, cut & fill, excavation of borrow material, storm drainage, mass notification systems, anti-terrorism and force protection measures and site improvements. Accessibility for the disabled will be provided. Site Information: Provide all site improvements necessary to support the new building facilities. Approximate area available is 17 acres. This project is planned for advertising in late June/early July 2006 timeframe, with award scheduled for late August/late September 2006 timeframe. Contract duration is 540 days. The estimated cost range is between $25,000,000 and $100,000,000. 3b. Battalion Headquarters Annex Provide Design/Build services for a standard design Battalion Headquarters facility. The size of the facility will be approximately 45,500 SF. Furniture will be GFI. Work includes connection to the Energy Monitoring and Control System (EMCS), installation of Intrusion Detection Systems (IDS), fire protection and alarm systems, information systems, and includes a keyless card entry system. Work also includes connection to and distribution of all utility systems. Supporting facilities include potable water, s anitary sewer, electrical, natural gas, concrete hardstand, asphalt paving, fencing, paved roads, sidewalks, clearing and grubbing, erosion control measures, exterior lighting, landscaping, cut & fill, excavation of borrow material, storm drainage, mass no tification systems, anti-terrorism and force protection measures and site improvements. Accessibility for the disabled will be provided. Demolition is also required. Site Information: Provide all site improvements necessary to support the new building fa cilities. Approximate area available is 8 acres. This project is planned for advertising in late June/early July 2006 timeframe, with award scheduled for late August/late September 2006 timeframe. Contract duration is 540 days. The estimated cost range is between $5,000,000 and $10,000,000. 3c. Company Operations Facilities: Provide Design/Build services for standard design Company Operations facilities complex. The total SF of the facilities will be approximately 171,000 SF. Furniture will be GFI. Work includes connection to the Energy Monitoring and Control System (EMCS), in stallation of Intrusion Detection Systems (IDS), fire protection and alarm systems, information systems, and includes a keyless card entry system. Work also includes connection to and distribution of all utility systems. Supporting facilities include potab le water, sanitary sewer, electrical, natural gas, concrete hardstand, asphalt paving, fencing, paved roads, sidewalks, clearing and grubbing, erosion control measures, exterior lighting, landscaping, cut & fill, excavation of borrow material, storm draina ge, mass notification systems, anti-terrorism and force protection measures and site improvements. Accessibility for the disabled will be provided. Site Information: Provide all site improvements necessary to support the new building facilities. Approxim ate area available is 44 acres. This project is planned for advertising in late June/early July 2006 timeframe, with award scheduled for late August/late September 2006 timeframe. Contract duration is 540 days. The estimated cost range is between $25,000,000 and $100,000,000. 4. Dining Facility The proposed project is for the design and construction of a standard design Dining Facility. The total SF of the facilities will be approximately 30,000 SF. Furniture will be GFI. Work includes connection to the Energy Monitoring and Control System (EMCS) , installation of Intrusion Detection Systems (IDS), fire protection and alarm systems, information systems, and includes a keyless card entry system. Work also includes connection to and distribution of all utility systems. Based on the results of this market survey, all projects will be advertised and evaluated using one of the following acquisition methods: 1) Best Value Tradeoff Process (FAR 15.101-1); 2) Lowest Priced Technically Acceptable Process  LPTA (15.101-1); or 3) Two Phas e Design/Build Process (FAR 36.303) and will be awarded as Design-Build contracts. All businesses interested in submitting a response should notify this office by mail NLT 4:00 p. m. EST on 21 June 2006. A separate response must be submitted for each project and each response must also include the following information: 1. The county in which your business is located. 2. Project of interest clearly identified. 3. Identification of the appropriate business category (large business, SBA HUBZone certified, etc.) of your business. 4. Submittal of proof of projects completed by your business. Proof includes the name of the project, the construction start and completion date, the final dollar amount of the contract and a short description of your businesss role and work performed (l ess than 200 words) and a Point of Contact and phone number for the owner of the project. To be considered you must: a. Have served as the prime contractor (add joint venture information if applicable). b. The work must have been successfully completed within the last five years and be a Design Build project. c. The projects must be similar in size, scope and dollar value to the project(s) of interest. d. Percent of self-performed work and how it was accomplished. e. A letter from your bonding company stating that you are bondable for the project indicated in numbered paragraph 2 above. Please submit the information requested above to the U. S.
