- (NAICS) code is 518210 - Data Processing, Hosting, and Related Services with a size standard of $23 million. The U.S. Environmental Protection Agency (EPA), Office of Acquisition Management (OAM) is conducting market research, FOR INFORMATION PURPOSES ONLY, to identify any Service Disabled Veteran Owned Small Businesses (SDVOSBs), certified under the SBA 8(a) program who possess the necessary technical capabilities to provide technical support as described herein. EPA's Office of Air and Radiation, Transportation and Air Quality (OTAQ), Transportation and Regional Programs Division (TRPD), Fuels Programs Support Group (FPSG) performs a wide variety of data processing and analysis functions for TRPD and other parts of OTAQ in support of compliance monitoring activities. These services include the registering of fuels and fuel additive (F/FA) products before their introduction into commerce, processing of required F/FA quarterly and annual reports, and analysis of registration/reporting data in support of various other programs such as reformulated gasoline/anti-dumping, diesel sulfur programs, renewable fuels and mobile sources air toxics. Collectively, these programs are referred to as fuels? programs. FPSG maintains the software configuration for a Local Area Network (LAN) named DCFUELS used to manage Confidential Business Information (CBI) data in the fuels programs. DCFUELS is located at 1310 L Street, NW, Washington, DC; Additional information regarding the fuels programs can be found at the following URLs: http://www.epa.gov/otaq/regs/fuels/forms.htm and http://www.epa.gov/otaq/additive.htm The contractor shall perform manual and electronic processing of registration and report forms, data input, manual and electronic data searches in support of statistical analysis of registration and reporting data conducted by EPA, and data mining activities related to the fuels programs managed by TRPD. Specific Tasks include (1) Paper and Electronic Forms Processing Support: The contractor shall provide operational support to process the flow of paper forms and electronic data received by the EPA; and (2) Data Search and Manipulation: The contractor shall convert data from one storage medium to another, perform data transformations, and other similar tasks needed to make these data sources available to EPA employees for various statistical analysis. The Government anticipates a sole-source award to a SBA Certified 8A Program Participant. Service Disabled Veteran Owned Small Businesses (SDVOSBs) who are also certified under the SBA 8(a) program and who have the ability to perform these services are invited to submit, in writing, a Capabilities Statement with sufficient information. Responses shall demonstrate capabilities/expertise that directly corresponds to the work as detailed in the aforementioned information.
