- Description REQUIREMENT: The U.S. Government is seeking to lease approximately 12,364 rentable square feet yielding at least 10,751 ANSI/BOMA area square feet of space within the city limits of Galveston, Texas. The lease term is for fifteen (15) years, ten (10) years firm. Offered properties must be contiguous and must be located on the second floor. Space must be in a Class "A" environment, with attractive, prestigious surroundings with a prevalence of modern design, tasteful rehabilitation in modern use or new construction. Space must meet the Federal Government's standards for fire safety and handicapped accessibility, and be located outside a 100-year floodplain. Secure office space and facilities in an office building, fully serviced and altered to Government specifications are required, to include ample windows to provide natural lighting and both public and separate employee restrooms (located in the non-public area of the office). All services, supplies, utilities, and tenant alterations are to be provided as part of the rental consideration. Space should be ready for occupancy on or before June 1, 2007. Sixty (60) parking spaces are required as part of the lease to accommodate visitors and employees. Thirty (30) for employees and thirty (30) for visitors shall be provided. Separate secured parking areas are required for employees; i.e. located in the rear of the space. Sites which are located directly on a highway or 6-lane thoroughfare shall not be considered in the following instances: (1) if the two directions of traffic are separated by a physical barrier or traffic indicator which does not permit access from either direction within a block; (2) if the location access is directly from a highway, unless there is a traffic control device within two blocks or equivalent from the proposed office space. Locations must be as convenient to the visiting public as possible. Primary consideration in selecting boundaries will be accessibility by public and private transportation for the greatest number of people in the service area. This building requires a 20 foot setback from the face of the building?s exterior to the protected/defended perimeter (i.e., any potential point of explosion). This would mean the distance from the building to the curb or other boundary protected by bollards, planters, or other street furniture. Such potential points of explosion may be, but are not limited to, such areas that could be accessible by any motorized vehicle, such as street, alley, sidewalk, driveway, parking lot, etc. Space must be on the second floor, must be contiguous, and on one level without being split by a public corridor or firewalls. The ratio of width to length shall not exceed 2:3. Space configuration shall be conducive to an efficient systems furniture layout. Consideration for an efficient layout will include, but will not be limited to, the following: size and number of columns, column placement, bay depths, window size and placement, convector size and placement, electrical and telephone accessibility, any angles, curves or offsets that will result in an efficient use of space. Columns must be at least 28 feet apart (center to center) and 28 feet from any interior wall and be no more than one foot square. In cities with public transportation, the service must be at regularly scheduled times during the entire workday and within 600 feet (or two blocks, whichever is less) from the building entrance for the commuting needs of the visiting public. The route from the bus stop to the building entrance shall be accessible for the mobility impaired. Brokers or agents may represent the prospective landlord, but any properties or proposals submitted by brokers/agents must be accompanied by written evidence that they are authorized to represent the building's ownership. Subleases are not acceptable. AUTHORIZED CONTACTS: In no event shall the offer enter into negotiations or discussions concerning the space to be leased with representatives of any Federal Agency other than the officers and employees of General Services Administration (GSA) or their authorized representative. All expressions of interest must be in writing and include the following: Expressions of interest for existing facilities must include the following: 1. Building name and address 2. Name, address, and telephone number of individual to be contacted 3. Name, address, and phone number of property owner if different from Item 2 above. 4. Rentable and occupiable square footage offered 5. Rate per rentable square foot. 6. One-eighth inch scale drawing of space offered along with Common Area Factor for available space by floor. 7. Method of measurement used to determine rentable square footage 8. Rentable square foot rate for as is space and any standard TI's offered. 9. If you are not the owner, evidence of authority to represent the owner must be submitted. Expressions of interest for unimproved sites must include the following: 1. Provide specific location of the proposed site including site plan and location map. 2. Provide total available acreage and proposed acreage. 3. Name, address, and telephone number of individual to be contacted. 4. Evidence of authority to represent the owner.
