- NASA/MSFC plans to issue a Draft Request for Proposal (DRFP) to seek industry comments for the Configuration & Data Management (C&DM) Services procurement. It is anticipated that an industry briefing will be conducted at MSFC in Huntsville, Alabama within 7 days after release of the DRFP. After the industry briefing and the comment period, a Final RFP (FRFP) will be issued. All responsible sources may submit an offer to the FRFP which shall be considered by the agency. The C&DM Services procurement is a follow-on to the current C&DM Services contract, NAS8-01121, with the addition of some new requirements. The C&DM Services contractor will be required to provide C&DM personnel to support various MSFC Directorates, Offices, and Programs/Projects. The services apply primarily to MSFC Programs/Projects developing flight, qualification, and ground support equipment hardware/software. A preliminary copy of the draft Performance Work Statement (PWS) is provided with this synopsis. Period of performance encompasses a 1-year base period and 4 1-year options currently anticipated to begin February 1, 2007. The contract will be a Cost-Plus-Award-Fee (CPAF) Indefinite Delivery Indefinite Quantity (IDIQ) type. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541710 and 1000 employees, respectively. The anticipated release date of the DRFP is on or about July 7, 2006 with industry comments due approximately 12 days after the release date. Information on the industry briefing will follow in an amendment to this synopsis. The anticipated release date of the FRFP is on or about August 10, 2006 with an anticipated offer due date on or about September 14, 2006. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
