Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Judson Technologies, LLC., of Montgomeryville, PA, for the acquisition of Radiometric and Electronic Infrared Detectors with the following specifications: - 5mm diameter 2.6im c/o (at room temperature) extended InGaAs - 4 Stage TEC Cooler Goal -85 degrees Celsius - MC31A Package - Sapphire window, wedged 4 degrees - Detector shunt resistance 80kohms minimum @ -85 degrees Celsius - Detectors shall be screened for uniformity by spot scan (spot scan of 1mm InGaAs, 2.6im detector is attached) - Test report to include shunt resistance, spectral responsivity, capacitance and dark photocurrent at room temperature and minimum temperature - Shunt resistance (-85 degrees Celsius)>1Mohm - Sapphire window, wedged 4 degrees - Test report to include shunt resistance, spectral responsivity, capacitance and dark photocurrent at room temperature and minimum temperature - Shunt resistance (-85 degrees Celsius)>2Gohms - Sapphire window, wedged 4 degrees - Test report to include shunt resistance, spectral responsivity, capacitance and dark photocurrent at room temperature and minimum temperature Sole source determination is based on Judson Technologies, LLC. appearing to be the sole provider of Radiometric and Electronic Infrared Detectors that are compatible with the existing Judson Technologies Ext-InGas detectors owned by NIST. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees. This notice of intent is not a request for competitive quotations, however, parties that are capable of providing equipment that (a) meets or exceeds the above specifications and (b) is compatible with the existing Judson Technologies Ext-InGas detectors that are already owned by NIST may respond to this notice and clearly demonstrate their capabilities in detail so that NIST may evaluate them. Such notice shall be received by June 19, 2006. The Government will then determine whether this procurement could be competed. A determination by the Government whether to compete the proposed acquisition will be based upon responses to this notice.
