Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Protected Resources Division (PRD) located in St. Petersburg, Florida intends to procure services from a qualified Contractor to provide marine mammal bycatch fishery liaison services in the Southeast Region to facilitate two-way communication with commercial fishermen, and to conduct outreach activities for current management measures. This function will be in support of Section 118 of the Marine Mammal Protection Act (MMPA), which requires NMFS to develop and implement Take Reduction Plans (TRP?s) to assist in the recovery or prevention of the depletion of strategic marine mammal stocks that interact with Category I and II fisheries. The NMFS has established several Take Reduction Teams (TRT) to support the development and implementation of the TRP?s. The teams are responsible for the development and implementation of both ?short-term? and ?long-term? goals for the reduction of incidental serious injury and mortality of marine mammals from commercial fishing operations. Two of the TRP?s that have been established will be directly related to the Contractor?s responsibilities. 1. The Atlantic Large Whale Take Reduction Team (ALWTRT) and Plan (ALWTRP) were established to reduce the incidental serious injury and mortality of Right, Humpback, and Fin Whales in the South Atlantic shark gillnet fishery; the Southeast Atlantic (small mesh) gillnet fishery; the Gulf of Maine and Mid-Atlantic lobster trap/pot fishery; the Mid-Atlantic gillnet fishery; and the Gulf of Main sink gillnet fishery. 2. The Bottlenose Dolphin Take Reduction Team (BDTRT) and Plan (BDTRP) were established to reduce serious injury and mortality to coastal bottlenose dolphins incidental to nine east coast fisheries The Contractor will relay management outcomes and provide educational outreach services to the Southeast (North Carolina to Florida) commercial fishing industry affected by the ALWTRP and the BDTRP. The Contractor will serve as a liaison between the NMFS Southeast Regional Office, PRD, and the commercial fishing industry. The Contractor will also provide and retain the necessary materials, equipment, services and facilities (except as otherwise specified) to collect updated information regarding fishing operations and to disseminate information through interviews, public meetings, training, dock visits, workshops and informal means. The Contractor shall provide all items necessary to perform the services described herein, which shall include but are not limited to: office facilities, supplies, equipment, hardware, software, and professional expertise, travel expenses, etc. The Government contemplates awarding one multi-year (1-3-year) contract under FAR Part 12 (Acquisition of Commercial Items) and FAR 15 (Contracting By Negotiation). This is a 100% small business set-aside solicitation. The NAICS code is 541990 and the small business size standard is a maximum $6M. All contractors doing business with the Government are required to be registered with the Central Contractor Registry (CCR) and the On-line Representations and Certifications Application (ORCA).
