Description
Notification is made by the Department of Health and Human Services (HHS), Administration on Aging (AoA), for a Streamlined Cost Comparison Study under OMB Circular A-76. The A-76 commercial activities being studied are Administrative Support functions in AoA?s Office of Community Based Services (OCBS) and Employee Development Services rendered through the Office of Administrative Services (OAS) These services are located in Washington, DC. The incumbent service providers are two Federal positions. Training/education function in AoA?s Office of Administrative Services: researching and providing appropriate training opportunities for AoA employees in the area of employee development, collecting and reviewing Individual Development Plans, monitoring AoA?s training budget, overseeing AoA?s recognition and awards program, promoting work/life and wellness programs. Administrative support function in AoA?s Office of Community Based Services: maintaining the central file system, assisting three (3) managers with travel arrangements, maintaining and restocking office supplies, faxing, copying, and disseminating materials. As required by OMB Circular A-76, AoA will compare the cost of the Government's in-house organization cost to that of private sector performance. This announcement DOES NOT constitute a request for proposal and in no way obligates the Government to award any contractual arrangement. The designated Competitive Sourcing Official (CSO) is Joe W. Ellis, HHS Assistant Secretary for Administration and Management. The CSO's point of contact for this study is Valerie Ramos, AoA's Competition Sourcing Manager. The responsible Contracting Officer is Michele Trotter and the Agency Tender Official is Josefina Carbonell. The projected end date is on or before 25 August 2006.
