- THIS IS A COMBINED SYNOPSIS/SOLICITATION for Commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number DJMS-06-JPT-Q-0007 is issued as a competitive small business set aside request for proposal (RFP). The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 97-26. This solicitation is a competitive Small Business Set-Aside. NAICS is 333319 applies with a small business size standard of 500 or less employees. Contract Line Item Numbers (CLINS) are as follows: CLIN 0001 Gasoline operated rider scrubber/sweeper. All offers meeting or exceeding the technical specifications will be evaluated. Award will be made to the lowest priced, technically acceptable offer. Offers will be evaluated on a strict pass/fail basis. The salient characteristics are as follows: Shall be a new industrial grade gasoline powered sweeper/scrubber. Capable of using the sweeper/scrubber functions together or operate the sweeper/scrubber modes independently. 42 inch scrub path and 54 inch sweep path minimum. Drives variable speeds up to 8 mph minimum. Main and side brooms, scrub brushes, vacuum impeller and dump hydraulically operated. Steering-standard power steering. The unit shall have a dust control filter system with easy removal and cleaning or replacing of filters. The units shall include a soft nylon bristle disc brush with capacity and options to swap to a more aggressive type and shall be compatible with a grit painted floor. Solution and recovery tanks shall be 60 gallons or larger with a simple clean and drain system, and warning system for near capacity (recovery tank) and near empty (solution tank) . All operator controls shall be ergonomically designed for ease of use. Safety features shall include but not limited to (seat belt, horn, backup alarm, safety strobe light, headlights and taillights, automatic shut off of solution water and brushes when machine is not moving). The exhaust system shall have a spark arresting muffler. All items shall be preserved, packaged, packed, and marked in accordance with best commercial practices. Delivery shall commence within 10 weeks after contract award. FOB Destination. Ship unit to: USMS/JPATS ,5900 AIR CARGO ROAD, OKLAHOMA CITY OK 73159, ATTEN Dirk Alta , Inspection and Acceptance at destination. FAR 52.212-1 Instructions to Offerors Commercial Items, is incorporated by reference. Addendum to FAR 52.212-1: All offerors competing for award are required to provide a proposal which includes Price Proposal, Certifications and Representations 52.212-3, and Operations and Maintenance Manual and Descriptive Literature. Offeror is also to provide the terms of commercial warranty of at least one year. Descriptive Literature must be furnished as part of the offer. The literature is required to establish, for the purpose of evaluation and award, details of the product the offeror proposes to furnish. Technical acceptability will be based on comparison between the descriptive literature and the Salient characteristics stated above.
