Vessels proposed must be available for delivery to U.S. ports, ready to carry only military cargo, as close as possible to 15 days after alert (the timeline for delivery is subject to negotiation and a best value determination). The term "militarily useful" is defined as decks rated at 150 lbs. per square foot for light decks, 350 lbs. per square foot for medium decks or 550 lbs. per square foot for heavy decks, with an overhead clearance of at least 9'6". Access ramps must have a minimum capacity of 70 short tons, using a safety factor of 2. The period of performance is one year with four one-year options. It is anticipated that RFP DTMA1R06013 will be issued on or about July 11, 2006 at http://ideasec.nbc.gov. Proposals will be due approximately 30 days after RFP issue. All responsible sources are encouraged to submit an offer which will be considered by MARAD. If you have questions regarding this solicitation, please contact John Desch at john.desch@dot.gov.
