The government anticipates that this procurement will be acquired by the issuance of a sole-source award to DHS, Systems, LLC, 33 Kings Highway, Orangeburg, New York. The authority permitting other than full and open competition is 10 USC 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(b)(1), only one responsible source, or only a limited number of responsible sources, and no other supplies a nd services will satisfy agency requirements. All responsible sources may submit a proposal, which shall be considered by the government. The tents are required to be quickly erectable with an open architecture, designed for either stand-alone tent operations, or to be connected to other Standardized Integrated Command Post System (SICPS) tents or platforms (i.e. Rigid Wall Shelter Command P ost Platform, etc.) Modular by design, the tents must be able to be connected end-to-end, side-to-side, or side-to-end. The TMSS will be deployed with operational facilities of Command Posts (CPs) to provide open workspace, power distribution, lighting, e nvironmental conditioning (heating and cooling), tables, lightweight/integrated flooring, and a common grounding system for the staffs of all battlefield functional areas. The TMSS must provide environmental control, power, and means of transport for the t ent. It must be certified for all types of military specifications transport requirements, including ground, air, sling loading, and sea. The trailer must have adequate space to store the tent, an environmental control unit (ECU), and a generator. The tot al system weight must not exceed light tactical vehicle (LTV) towing capabilities for the medium TMSS/tent and medium tactical vehicle for large TMSS/tent.
