Description

The Bureau of Reclamation, (Reclamation), Boulder City Regional Office, Boulder City, Nevada, intends to award on a sole source basis a purchase order to Ottawa Engineering Limited, 2747 Priscilla St., Ottawa, ON K2B7E1, Canada. This purchase order is for follow-on consulting services for Refinement of Concept for Upper Molokai Water Supply Pipeline Hydropower Plant, Island of Molokai, Hawaii. Reclamation has a need for a more detailed analysis, or Refinement of Concept, of the Molokai Irrigation System Water Supply Pipeline. In the sping of 2005, Ottawa Engineering Limited completed a preliminary assessment of small hydropower potential on State managed irrigation systems on Molokai and the Island of Hawaii. Again in the fall of 2005, Ottawa Engineering Limited, completed a Refinement of Concept investigation of a small hydro plant at the Molokai pipeline outfall and determined that there was some potential to exceed pipeline pressure standards. They then completed a preliminary assessment of a small hydro plant located about 3,000 feet from the beginning of the pipeline. This potential small hydro plant location, the Upper Molokai Water Supply Pipeline Hydropower Project, will be the subject of the Refinement of Concept under this purchase order. It is considered to be cost effective and in the best interest of the Government to award this follow-on purchase order to Ottawa Engineering Limited. This procurement will be awarded using Simplified Acquisition Procedures. The anticipated award date is June 20, 2006.
