Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to purchase a Satellite Simulator to support NSWCDD Code T31 in testing and operations simulation of a national security system, specifically, the U.S. Ultra High Frequency (UHF) military Satellite Communication (SATCOM) system. The required item will be used as laboratory test equipment to check the end to end operation and functionality of satellite radios that use the UHF SATCOM system, and to simulate the in orbit performance of these satellites. The required items are: Item 0001 Satellite Simulator (1 Each), Item 0002 Onsite NSWCDD Installation and Training (NTE 2 Days), Item 0003 Satellite Simulator Technical Manuals (1 Lot) and Item 0004 Shipping, if applicable (1 LOT). ITEM 0001 SATELLITE SIMULATOR shall meet the following minimum requirements: (A). Power: Nominal 110 VAC, 55 to 65 Hz, 100 Watts maximum, NEMA-15 plug-compatible with the U.S. power system, (B). Able to simulate hard limiting and narrowband filtering (5 and 25kHz) characteristics of all UHF satellites, (C). Be integrated in and operable as a transportable entity not exceeding 30 inches in height, 24 inches in width, and 30 inches in depth, (D). Have a user-selectable uplink and downlink frequency, (E). Perform frequency translation of selected uplink frequency to selected downlink frequency, (F). Allow user control of received signal level, noise power and signal to noise ratio, (G). provide programmable time delay of path simulation from 0 to 290 msec minimum, (H). Provide a Doppler frequency generator capability of 0 to plus or minus 5 kHz, programmable, with a rate of change up to 100 Hz/sec, (I). Able to receive user terminal transmit frequency of 292.85 MHz to 317.325 MHz, (J). Able to generate user terminal receive frequency of 243.885 MHz to 269.95 MHz, (K). Be interoperable with AN/PSC-5D, AN/PRC-117F, AN/WSC-3 SATCOM radios, (L). Provide all required software to enable full! use of the system, (M). Provide all required, fully integrated cable s (examples: power, control interface, and coaxial) to enable immediate use when power is applied, (N). Be provided with a minimum 1 year warranty against defects in material and workmanship, (O). Withstand signal input of at least plus 50 dBm, (P). Provide signal input control range of at least 60 dB in 1.0 dB steps, (Q). Provide an internal white noise generator with at least a 60 dB range in 1.0 dB steps, (R). Weight less than 60 pounds, and (S). Warm up time not greater than 20 minutes to meet specified performance requirements. ITEM 0002 ONSITE NSWCDD INSTALLATION AND TRAINING shall meet the following minimum requirements: (A). The Contractor shall provide installation and training onsite at NSWCDD, at a time mutually agreed to by both parties. Both install and training shall be completed within two workdays. (B). The onsite NSWCDD installation shall consist of all necessary materials and labor required to fully install the satellite simulator. (C). The onsite NSWCDD training shall consist of all necessary labor, materials and training to provide a brief overview of the system features, capabilities, usage, etc to a maximum of 5 NSWCDD users. ITEM 0003 SATELLITE SIMULATOR TECHNICAL MANUALS shall meet the following minimum requirements: (A). The Contractor shall provide a set of standard commercial manuals for the provided satellite simulator (e.g. technical manuals, user manual, schematics, etc). ITEM 0004 SHIPPING shall meet the following minimum requirements: (A). The Contractor shall provide for shipping of the Satellite Simulator under F.O.B. Destination terms to NSWCDD. Shipping charges (if separately priced) shall be reflected under Item 0004. DELIVERY AND F.O.B TERMS - The required delivery is within 4 months after date of order under F.O.B. Destination terms. THIS ANNOUNCEMENT CONSTITUTES THE ONLY REQUEST FOR QUOTATION, AS ALL ITEMS ARE SPECIFIED UNDER THIS NOTICE. SUBMIT FAXED, SIGNED AND DATED QUOTES by 22 June 2006 to 540-653-6810. THE OFFEROR MUST ASSURE THAT THE QUOT E IS RECEIVED ON TIME AND THAT IT IS LEGIBLE AND COMPLETE. AS A MINIMUM, QUOTES MUST INCLUDE: (1) Reference to RFQ Number N00178-06-Q-3033, (2) The quoter?s name, address, point of contact, phone number and email address, (3) FOR ITEM 0001 - Clearly identify the offered satellite simulator product, with model number, name of manufacturer, descriptive literature and specification sheets, which clearly addresses each stated minimum requirement (NTE 6 Pages), (4) FOR ITEMS 0002 TO ITEM 0004 ? Clearly address each of the stated minimum requirements, (5) FOR ITEMS 0001 TO ITEM 0004 ? For all applicable items, provide clear and accurate pricing. Clearly indicate ?Not Separately Priced? for all items that are not separately priced, (6) The offered delivery and F.O.B. Terms, (7) Recent past sales info on the same/similar item quoted to include company name/point of contact/phone number/address/ email address/order number and item price with explanation for any price differences,! (8) A minimum 60 Day validity period for the quote and (9) Clear identification of the quoter?s business size, CAGE, DUNS and TINS Numbers. QUOTES THAT FAIL TO SUBMIT THE ABOVE INFORMATION MAY BE EXCLUDED FROM CONSIDERATION. All responsible sources may submit a quote to NSWCDD, Bldg 183, Room 106, Code XDS13, 17320 Dahlgren Road, Dahlgren, VA 22448-5100, which shall be considered by the Agency. Award is to be made under Simplified Acquisition Procedures and will be based upon technical acceptability as demonstrated by conformance of the quoted product to the minimum requirements, quality of the quoted product, ability to meet and/or better the delivery schedule, past performance and price. Price becomes a factor if quotes received are determined to be equal in all other factors. Quoters must offer on an all or none basis, but the Government reserves the right to order any or all of the items. The Government also reserves the right to award to other than the lowest quoter, based upon products being determined by the Government to be t echnically superior (e.g. enhanced features and/or more favorable delivery of a technically acceptable product). Closing time and date is 2:00 p.m. (EST) on 22 June 06.
