Correct website is shown below.**** Defense Supply Center Richmond (DSCR) intends to award a performance based contract for chemicals and packaged petroleum, oil, lubricants (POLs) under FSCs 6810, 6820, 6840, 6850 and 9150, excluding ozone depleting substances (ODS). The solicitation will be unrestricted. This acquisition satisfies Base Realignment and Closure Commission?s (BRAC) recommendation 175, which directed DSCR to privatize the supply, storage and distribution of POLs. The type of contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) fixed price with an Economic Price Adjustment (EPA) IAW FAR 12. The ordering period will include a 5-year base and one 5-year option period for a total of 10 years. There are approximately 5,400 NSNs; vendors must submit fixed unit prices for the 211 NSNs identified as cost drivers. The remaining NSN prices will be set by the Government and adjusted quarterly as required. The Government may add NSNs during the contract period to include newly developed chemicals/POLs, replacement NSNs, items with no current demand (if a demand materializes), and items currently managed by the military services in wholesale or retail inventories. The contractor will be responsible for integrated support for all of DLA?s customers, including worldwide support through customer direct shipments. The contractor will be responsible for comprehensive management of chemicals to include the following: 1)forecasting, purchasing, inventory management, quality control, storage, packing, shipping, obsolescence management, and customer returns; 2)improving fill rate response times; 3) reduction of the logistics pipeline; and 4) providing environmental information/data. The Government will eliminate stock levels maintained at all of its CONUS storage locations. Most of the assets will be transferred to the Contractor as Vendor Managed Inventory; the contractor will attrite the inventory and replenish with contractor-purchased inventory. Approximately 85 items will be manufactured IAW Government technical data packages and drawings will be available at https://ric1s-c025.dscr.mil/tdmd/mb_index.asp. Vendors must have a membership number to access website; to obtain a number, vendors must follow the instructions provided on this website. These TDPs will be available between the issue and closing dates of this solicitation.
