Description

The U.S. Department of Commerce, NOAA intends to award a purchase order to Advanced Habitat Imaging Consortium (AHIC), 99 Pebble Lane, North Falmouth, MA 02556, under the authority of FAR 6.302-1 through request for quotation number EA133C-06-RQ-0520. Only one responsible source is available to satisfy the agency requirement of Benthic Habitat Characterization and Measurement of Sea Scallop Abundance and Size Distribution. Advanced Habitat Imaging Consortium is the only known source in the world that has developed methodology for in situ automatic detection and measurement of sea scallops from underwater images. Interested persons may identify their interest and capability to respond to this requirement. This notice is not a request for competitive proposals. All information received by 12:00 p.m., EST, 06/23/2006 will be considered by the government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
