Description
The Department of Health and Human Services intends to negotiate with the National Governors Association, Center for Best Practices, 444 North Capitol Street, Suite 267, Washington, DC 20001, on a sole source basis under the authority of FAR 6.302.1. The cost reimbursement contract will be awarded for a base year with two 12-month option years. The Contractor shall develop and establish a consensus-based executive-level advisory body where states will be able to: identify, assess and through the formation of consensus solutions, map ways to resolve state-level health information technology (health IT) issues that affect multiple states and pose challenges to interoperable electronic health information exchange; provide a forum in which states may collaborate so as to increase the efficiency and effectiveness of the health IT initiatives that they develop. The Government is seeking to establish a sustainable consensus-building body that must cross political affiliations to address issues, form consensus solutions and implement plans at a state level. As such, the contractor that establishes this body must be a politically neutral entity that has the expertise, audience acceptance, experience and ability to respond to the Office of the National Coordinator?s (ONC) need to identify, assess and broker consensus solutions to resolve state level health information technology (health IT) issues that affect multiple states and pose challenges to interoperable electronic health information exchange. The contractor needs to be a not for profit 501(c)(3) entity. Furthermore, the contractor needs to work with state level entities that have sufficient authority and breadth of duties as to be able to consider and implement a variety of policy solutions that could come in the form of regulations, reimbursement policies, financing models, coverage, and technology. ONC believes that Governors meet these authority and breadth of duty concepts. Taking all of this into account, ONC believes that the National Governors Association (NGA), Center for Best Practices is the only known organization in the United States that has the requisite experience, state audience acceptance and successful operational platform to work directly with state governors to successfully broker significant multi-state consensus building activities that lead to workable solutions. The NGA is the collective voice of the Nation?s Governors. The association provides governors and their senior staff members with services including developing policy reports on innovative state programs and hosting networking seminars for state government executive branch officials. The NGA?s Center for Best Practices focuses on state innovations and best practices on issues that range from education and health to technology, welfare reform and the environment. NGA also provides management and technical assistance to both new and incumbent governors. The purpose of this synopsis is to determine whether there may be other sources with the requisite qualifications to perform the work described above. Any organization capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Government?s requirement as described above. No solicitation document is available. Capability statements should be submitted within 45 days of the publication of this synopsis to the contact point and address given above. See note 22.
