Interagency Agreement Coordinator (PSC) Washington, DC Salary Range: $77,353-$87,664 Open Period: 06/13-7/14/2006 Grade: GS-13 Position Information: Full-Time position not to exceed five years. One year with four option years to be exercised at the discretion of the employing office. Duty Location: 1 vacancy, Washington, DC SOLICITATION NUMBER: PSC06042 SUBJECT: Solicitation for services under a Personal Services Contract (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL). The United States Government, represented by the Department of State, is seeking proposals from U.S. citizens interested in providing the PSC services described below. DOS intends to award a contract for the basic term of one year with four one-year options to be exercised at the discretion of the U.S. Government. The contract will be awarded to an individual candidate representing the best overall value to the Government considering the candidate's qualifications and experience against criteria stated herein. This PSC position requires a TOP SECRET level security clearance, which must be maintained throughout the contract period, including option periods. The selected applicant must be eligible to obtain a Top Secret Level Security Clearance and will be subject to a security clearance investigation. The applicant's spouse or cohabitant may be subject to a background investigation. Denial of a Top Secret level security clearance will be grounds for removal from consideration for contract prior to award or termination of contract after award. Contract award will not be made until at a minimum an interim clearance is granted. PURPOSE: The purpose of this personal service contract position is to serve as the Interagency Agreements Coordinator under the supervision of the Budget Officer. Key Requirements: ? U.S. Citizenship ? Background and/or Security Investigation required. Major Duties: A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR This position is located in the Bureau for International Narcotics and Law Enforcement Affairs, Office of Resource Management, Budget Division (INL/RM/BD). The purpose of this personal services contract (PSC) position is to serve as Interagency Agreement Coordinator for the Budget Division. The PSC will be responsible for preparing, managing, and administering interagency agreements (632(b) agreements) between INL and approximately twenty other federal agencies. The PSC will serve as a subject matter expert to INL program officers and budget staff, and the interagency community on interagency agreements and interagency financial issues. The PSC will perform other analytical duties related to the interagency agreement program as required. SUPERVISORY CONTROLS: Works under the direction of the Supervisory Financial Management Analyst for budget formulation and analysis of the Budget Division, with general guidance from the INL Budget Officer. Completes work assignments within established guidelines and procedures initially under the direction of the Supervisory Financial Management Analyst. With experience, completes assignments more independently and exercises judgment and program knowledge regarding interagency agreement preparation and management. 2. STATEMENT OF WORK The incumbent has primary responsibility to prepare, manage, and administer interagency agreements with INL program officers, INL budget analysts, and law enforcement agency representatives. The incumbent prepares and manages interagency funding agreements, totaling approximately $70 million a year, for twenty federal law enforcement agencies. Monitors terms and conditions of the agreements to include compliance with quarterly financial reporting, the reprogramming of funds process, no-cost extensions, and financial reconciliation. The incumbent reviews and modifies agency budget estimates, manages and evaluates the implementing agencies?? financial reporting process, and ensures the program and budget directives are clearly understood by the agencies. The incumbent maintains a database of all INL interagency training and technical assistance programs, and various logs and spreadsheets containing training program data. The incumbent performs other analytical duties related to the interagency agreement program as required. 3. MINIMUM REQUIREMENTS Ability to handle multiple tasks under pressure with strict time constraints and work in a team environment. Knowledge of financial management principles and concepts. Ability to interact with others. Ability to communicate orally and in writing. Ability to use Microsoft Access and Excel. 4. COMPLEXITY Assignments include a broad range of administrative and analytical duties involving substantial depth and breadth, numerous interrelationships, and complex variables. The work involves extensive interagency coordination, and coordination with program officers within the Department. 5. PHYSICAL DEMANDS The work is basically sedentary in nature. Infrequent domestic and international travel may be required. 6. WORK ENVIRONMENT The work is usually performed in an office setting. 7. EVALUATION CRITERIA Factor 1. Offeror??s ability to independently handle multiple tasks under pressure with strict time constraints that involve coordination with several different entities. Offeror??s ability to participate effectively as a team member and make major contributions to meeting team goals. Factor 2. Offeror??s ability to effectively meet and deal with representatives of other organizations. Offeror??s ability to interpret rules and regulations and ability to accurately explain complex procedures. Factor 3. Offeror??s knowledge of financial management principles and concepts, and ability to analyze, interpret, and evaluate financial data. Factor 4. Experience using Microsoft Access and Excel. Ability to work with complex databases and spreadsheets, and maintain logs and journals. Ability to compile, analyze and report program and financial data. 8. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant??s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. 9.
