Description
SATCOM Trainer Sources Sought/Request for Information This is not a solicitation, but rather a Sources Sought/Request for the design, fabrication, and installation of a Satellite Communications (SATCOM) Trainer. The Battle Management Systems Wing, E3 AWACS/AEW&C Systems Group is seeking quotations from qualified sources for the design, fabrication, and installation of a SATCOM Trainer. The SATCOM Trainer is to be installed at 552 Air Control Wing, Tinker AFB, OK. The SATCOM Trainer will be located in a secure Government facility at Tinker AFB, OK. The core training device shall consist of four ARC-234 Airborne Integrated Terminal Group (AITG) work stations integrated with one Demand Assigned Multiple Access (DAMA) Order-wire Channel Controller Trainer/Simulator (DOCCT/S). Work stations must be able to operate simultaneously. Each AITG system consists of one ARC-234 Airborne Integrated Terminal, one Remote Control Unit and one Key-fill Panel. The Government will furnish a room to host the trainer, 400Hz power, four ARC-234 AITG systems, and one DOCCT/S. The dimensions for the room are: Length 21 ft 7 inches Width 13 ft 9 inches Height 8 ft drop down ceiling At a minimum the contractor will be required to fabricate all cables, equipment racks, and workstations needed for the operation of the AITG with the DOCCT/S, and documentation to operate and maintain the Trainer as necessary. Work-stations must hold the RCU & Key fill Panel. Design for the workstation must provide sufficient space for interaction between a minimum of two personnel, one instructor and one student. Design should incorporate extensive use of commercial off-the-shelf (COTS)/non-developmental items (NDI). As additional information becomes available, it may be found on the Hanscom AFB HERBB web site (http://herbb.hanscom.af.mil). An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition?s solicitation and contract. The formal reply shall include a statement of interest, statement of qualifications, and a statement as to whether the offeror has any existing contracts where this effort would fall within the existing scope. It should also address how the offeror plans to provide the following: specifications, block diagrams, operations and maintenance manual, acceptance test procedures, and delivery availability schedule. Please limit responses to 10 pages. If more than 10 pages are submitted, only the first 10 pages will be reviewed. The Government will use the information obtained from this market survey to evaluate the capabilities of the marketplace. All small business and disadvantaged sources should identify themselves as such and provide their company?s name, address, telephone number, and a Point of Contact (POC). Any proprietary information submitted should be identified as such.
