This project includes design and construction of a new 50-agent 12,150 SF Border Patrol Station (BPS) on a 10 acre site at Sumas, Washi ngton. The facility will include parking, a helicopter pad, storage, office space, processing, detention space and holding rooms, a conference room, training/exercise area, locker room and restroom facilities. Supporting facilities requirements include security, telephone system, computers, emergency power, EMCS, egress controls, security controls, Remote Video Surveillance (RVS), exit lighting and security lighting, and other equipment. Estimated dollar value is in the range of $5,000,000 to $10,000,000 and the completion period is 365 calendar days. The Standard Industrial Classification (SIC) Code has been replaced by the North American Industry Classification System (NAICS) Code. The NAICS code for this project is 236220, which is matched to SIC Code 1542. This requirement will be a two-phase procurement conducted in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 36.3 entitled Two-Phase Design-Build Selection Procedures. There will be a Phase One (submission of experienc e and qualifications) and a Phase Two (submission of technical and price proposals). Phase I solicitation will be issued in electronic format only and will be available to download on or about 28 June 2006 at: http://www.FedTeDS.gov. NO CD's OR HARD COPIES WILL BE AVAILABLE. The submittals will be evaluated and the Contracting Officer will select up to five of the most highly qualified offerors. Phase Two will require the offerors selected in Phase One to submit technical and price proposals, which will be evaluated in accordance with FAR Part 15 and Section 00110 of the solicitation. One firm-fixed price contract will be awarded as a result of the Phase-Two evaluation to the offeror providing the best value to the Government in terms of technical, price, and other pertinent factors (e.g., extent of small business participation).
