Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While is it understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to purchase the following items through full and open competition. The contractor shall deliver: CLIN 0001 ? A quantity of 1 each Nanomanipulator System. Nanomanipulators refer to a special class of scanning probe microscopes that in addition to having the ability to image a sector of a specimen with a resolution better than a nanometer in at least one direction, is capable of manipulating (moving, dragging, or lifting) features of the size of larger molecules (several tens of nanometers). Once the manipulation is finished, the instrument is able to image the same area where the manipulation was done to verify the changes done by the manipulation in the general area of interest. This solicitation is for a fully operational nanomanipulator. Responses featuring systems lacking nanomanipulation or that offer nanomanipulation as an upgrade will be considered Non-Responsive. The system must address the following requirements, responses that fail to address the following requirements will be considered Non-Responsive. The system must feature a ?close loop? X-Y control scanner; (2) The system must have an imaging mode. Acceptable imaging modes include atomic force microscopy either contact mode or ?tapping? or AC mode the appropriate resolution to image the area of interest; (3) The system must be able to image and perform nanomanipulations on an area size of 100 nanometer x 100 nanometer up to an area of 80 micrometers x 80 micrometers. Preference will be given to systems capable of nanomanipulations on from areas 100 nanometer x 100 nanometer to areas larger than 80 micrometers x 80 micrometers; (4) The Z (vertical) axis ra nge must be at least 15 micrometers with a system noise less than 1 angstrom root mean square (RMS); (5) The system must include an inverted optical microscope as a base to host the scanning probe microscope; (6) The system must have a precise motorized positioning feature capable of positioning the sample over an 8 millimeter x 8 millimeter or larger area. The positioning must be accessible by both computer control and joystick or trackball; (7) The system must include computerized control preferably with two side to side display monitors with software capable of acquire and display images taken. Further, the software must allow the user to have full access to all data acquisition parameters. Systems that feature graphical user interface for data acquisition parameters will receive preference in the evaluation. In addition, the software must include image analysis tools like: (a) digital zoom capabilities; (b) ability to select a particular linear sector and display the! line profile of the selected linear sector; (c) the software must be able to measure or do force plots and cantilever force calibration plots, (d) the software must be capable of subtraction backgrounds from a displayed image, (e) the software must be able to adjust the Z (vertical) axis display to the users specifications, (f) the software must provide a three dimensional projection display commonly known as 3D display, (g) the software must allow the user full control of the cantilever during nanomanipulation, (h) the software must be capable of producing image files in at least one of the conventional formats like TIFF, JPEG, and bitmaps, (i) the software must be able to produce files of all types of data produced by the system including images and plots in ASCII format. Variations like txt, Tab delimited, comma delimited are acceptable, (8) The system must have the ability to heat specimens up to 60 degrees centigrade and capable to host biological and electrochemical! specimens in liquids. This acquisition will be a Firm Fixed-Price contract. All items shall be delivered, inspected, and accepted FOB destination to the Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100 on or before 30 June 2006. The solicitation number is N00178-06-R-3047; it is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-09, dated 19 April 2006 and DFARS Change Notice (DCN) dated 19 May 2006. The North American Industry Classification System (NAICS) Code is 334516 with a size standard of 500 employees. The offeror shall provide a copy of any warranty applicable to the items contained in this solicitation. FAR 52.212-1, ?Instructions to Offerors - Commercial Items (Jan 2006)? applies to this solicitation and is hereby incorporated by reference. In accordance with FAR 52.212-2, ?Evaluation ? Commercial Items (Jan 1999),? applies (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical compliance of the items offered. (2) Past Performance. (3) Price. Offerors shall include a completed copy of the provisions at FAR 52.212-3, ?Offeror Representations and Certifications - Commercial Items (Mar 2005)? with their offer. The following provisions apply to this acquisition: FAR 52.212-4, ?Contract Terms and Conditions - Commercial Items (Sep 2005)? FAR 52.212-5, ?Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Apr 2006)? subparagraphs (a), (b) 1, 7, 14, 15, 16, 17, 18, 19, 20, 21, 23, 24, 31, (d), and (e); DFAR 252.212-7000, ?Offeror Representations and Certifications ? Commercial Items (Jun 2005)? applies with the requirement that offerors provide a completed copy with their offer, DFAR 252.212-7001, ?Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (May 2006)? subparagraphs (a), (b) 252.225-7012, 252.227-7015, 252.243-7002, and 252.2 47-7023. FAR 52.247-34, ?FOB Destination? applies to this solicitation and is incorporated by reference. The following additional DFARS provisions and/or clauses apply to this acquisition: 252.204-7004, ?Required Central Contractor Registration - Alternate A (Nov 2003)?. All responsible sources may submit an offer which shall be considered. The closing date for receipt of proposals is 11:00 a.m. (Eastern time), 23 June 2006.
