Description
The U.S. Coast Guard Engineering Logistics Center (USCG ELC) has a requirement to identify and purchase a replacement Main Propulsion Control System for the USCG 270 WMEC Class Cutters. Specific replacement shall include identification of a PLC based open architecture configuration for the control of the Alco Main propulsion diesel engines, shafting and controllable pitch propellers and pitch control system. The new Main Propulsion Control system shall replace obsolete printed circuit board technology used to control propulsion machinery, propulsion vital alarms and ship service generators and alarms and shall be required to interface with the existing OEM, (TANO) monitoring and control system. The new propulsion control system shall duplicate existing functions, capabilities and safety features including pitch cutback. Engineering, design, construction and testing must be completed within 24 months with commissioning of the new system on or about July 2008. A firm, fixed price requirements type contract consisting of a base year plus four option years is anticipated. Estimated quantities for each year will be shown in the solicitation. FOB Destination to the USCG ELC, Receiving Room, Bldg 88, 2401 Hawkins Point Road, Baltimore, MD 21226-5000. A USCG Quality Assurance inspection at origin shall be required and shall be conducted by a USCG Quality Assurance Representative. It is the Government?s belief that only TANO/L-3 and/or its authorized facilities can (1) obtain the necessary specifications and genuine OEM parts to accomplish this replacement; and (2) can furnish the required items and ensure the proper fit, form and function of all its components. Therefore, it is the USCG?s intent to handle this procurement as a sole source with Tano/L-3 or its authorized facilities/distributors. Technical data and/or drawings pertaining to Tano/L-3 are not available within the Government and are proprietary to Tano/L-3. Accordingly, it is believed that this non-availability of technical data precludes the USCG ELC from obtaining competition as they are available from only one source. Organizations having the expertise and required capabilities to replace the existing system are invited to submit complete information discussing such capabilities. However, other potential sources can submit information concerning their capability to provide the replacement Main Propulsion Control System for the USCG 270 WMEC Class Cutters for the purpose of the USCG to determine whether to conduct a competitive procurement. Organizations having the expertise and required capabilities to provide the system and technical representation , are invited to submit complete information discussing such capabilities by providing: (1) Complete and Current engineering data to demonstrate the acceptability of the offered parts (i.e. salient physical, functional and serviceability characteristics) or (2) Data that the offered parts have been satisfactorily manufactured for the Government or the Original Equipment Manufacturer. This data must include sufficient information to allow the Coast Guard to evaluate. The Coast Guard does not intend to pay for information solicited. Responses shall be submitted within 15 days of this announcement. Responses must be concise and specific to the requirements mentioned above. The submission of data for review shall not impede award of a contract. The complete solicitation package shall also be available for download from FedBizOpps, at www.fbo.gov on or about 15 August 2006. Be advised this date is?estimated? at best.
