- In accordance with OMB Circular A-76 (Revised May 29m 2003), notification is made by the Department of Interior (DOI), Minerals Management Service (MMS), for a Streamlined Cost Comparison Study. The A-76 commercial activities being studied are Budget Support functions in MMS' Offshore Minerals Management (OMM) program in Anchorage, AK; Herndon, VA; and New Orleans, LA. There are 17 Full Time Equivalent (FTE) Government personnel currently performing these functions. The incumbent service providers are all Federal positions. Typical functions include: Budget Support Functions Budget Assistant Program Specialist Program Analyst Program Support Specialist Management Analyst Administrative Support Assistant The NAICS code for this study is 561110 -- Office Administrative Services As required by OMB Circular A-76, MMS will compare the cost of the Government's in-house organization cost to that of private sector performance. This announcement DOES NOT constitute a request for proposal and in no way obligates the Government to award any contractual arrangement. The designated Competitive Sourcing Official (CSO) for DOI is Tom Weimer, Assistant Secretary for Policy, Management and Budget within the Department of the Interior, the Agency Tender Official (ATO) is Robert Labelle. The responsibility of the MMS's Competitive Sourcing Program has been delegated to Terry Grush. Julie Reynolds (OMM) is the Competitive Sourcing Study Leader for this project, and the MMS Contracting Officer and the point of contact for this competition will be Kimberly Luke (kimberly.luke@mms.gov). The projected end date for the competition is 135 days from the date of this announcement
