- Concerns having the ability to furnish the supply/services described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above with 30 calendar days from the date of this synopsis. The U.S. Geological Survey, Central Region, Branch of Regional Research, Water Resource Discipline has a requirement to purchase an NMR Console Replacement for a 300 MHz Oxford 300/54 ALOX style magnet. The NMR system should have the capability to perform Variable Temperature (VT) liquid state NMR experiments on 10 mm broadband, 5 mm switchable, and 5 mm pulsed field gradient indirect detection probes for nuclei in the range of frequencies between 15N and 31P. The spectrometer should perform current pulse sequences on natural organic matter samples from soil, sediment, and aquatic environments, including the one dimensional DEPTGL and ACOUSTIC sequences, and the two dimensional gHMQC, gHMBC, GHSQC, and DOSY sequences. The spectrometer should be able to produce C-13 NMR spectra on standard and reference samples of the International Humic Substances Society previously recorded on a 300 MHz liquid state instrument. The NMR workstation should operate VARIAN VNMR software and have the capacity to process NMR data previously acquired using Varian VNMR and Spinsight software. The system should have the capacity to be upgraded for performance of Variable Temperature solid state NMR experiments on 27Al, 29Si, 15N, 31P, and 13C using 5 or 7 mm solid state probes. Pulse sequence capabilities should include cross polarization, direct polarization, and two dimensional HETCOR. Installation should include two (2) days of on-site training and five (5) days of off-site training. The vendor should also be able to provide a service contracts on the full NMR system after the one year warranty has expired. Based on the information available at this time, and in accordance with 41 U.S.C. 253 (c) (1), implemented by FAR 6.302-1, the Government considers the items specified as a sole source from Varian NMR Systems, Palo Alto, CA, and proposes to negotiate a contract with that firm. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required item/services or its functional equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials, which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, request for such document without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice to the procurement. This requirement is a process to point of award and award will not be made until availability of funds. The award of this requirement shall be made using only the procedures found in Part 13.1 - "Procedures" of the Federal Acquisition Regulations (FAR). See numbered note 12
