Description
This is a request for information for Recycling and/or Rubbish Removal. The Internal Revenue Service (IRS) is requesting information regarding recycling efforts and rubbish removal for our Austin Service Center Submission Processing Center located in Austin, Texas and five other locations in proximity to the Center. The contractor shall provide all management, supervision, labor, materials, supplies, and equipment (except otherwise provided), and shall plan, schedule, coordinate, and assure effective performance of all services described herein. The contractor shall be required to provide a complete program for separation and recovery of all grades of office waste paper and other recyclable items. The contractor shall remove all trash, rubbish, and waste paper, cardboard boxes, shredded materials, and other debris from the locations. Waste will consist of kitchen waste from the cafeteria (not recycled), child care center waste, work area waste, miscellaneous office paper waste to include security waste, and warehouse waste (cardboard boxes, etc.). The objective of the Government is to reduce waste disposal costs, conserve landfill space, while ultimately conserving natural resources. The documents containing classified/security information shall be destroyed within a 24-hour period from the time of haul off by the trash contractor. This turnaround time is required to prevent the inadvertent disclosure of taxpayer information. The trash contractor shall securely enclose (with plastic shrink-wrap or equivalent) the security waste hampers at the time of removal and shall be transported in a locked container to prevent the loss of sensitive materials/tax data during transit to the contractors off site destruction facility. The trash contractor shall be responsible for security of all the trash from time of haul-off until it has been sorted and classified as non-security waste and disposed off to specifications of the statement of work. The trash contractor and personnel shall be required to attend an IRS provided UNAX training class that pertains to unauthorized disclosure of taxpayer information. The trash contractor shall recycle 75 percent or more of the waste that is collected from all IRS listed sites. The daily volumes of waste fluctuate at the Austin Submission Processing Center along with the other locations based on peak processing cycles, with the heaviest cycles occurring January through May. Increased on call haul off and occasional Saturday/Sunday pick ups shall be required. Estimated tonnage of waste removal from site (not including the four provided dumpster) per year is 960 tons of recyclable waste paper, and 792 tons of miscellaneous recyclable waste such as aluminum cans, copper wire, brass plumbing materials, plastic, glass and non recyclable waste such as paper towels, plastic trash can liners, bags, disposable plates and cups, food, steel cans, various metal objects, office supply items etc. Recycling facilities shall be certified by the appropriate state and/or Federal Environmental Protection Agency. Contractors interested in providing recycling and rubbish removal is requested to submit a written Capability Statement within 10 days of this notice. The capability statement shall include past and present information relating to same/similar services provided to either the Government or general public. This is a Request for Information and Sources and will serve as part of the Governments Market Survey. A solicitation will be available at a later time and will be for one base period and four, one-year options. Capability Statements should be mailed to the Contract Specialist, Yvette Terrell.
