Description

This is a notice of the Government?s intent to award a sole source contract. Under the authority of FAR 6.302, the Government intends to award a sole source contract to Kling Architect Engineering to provide strategic planning and evaluation for the FDA headquarters consolidation. Primary requirements will include, but is not limited to the following: facility interim planning with and without consolidation; and interim project planning. These service are deemed to be available only from the original source of this action for the continued provision of highly specialized projects under progress when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through selection and unacceptable delay in fulfilling the agency?s requirements for pending the consolidation of the Food and Drug Administration Headquarter Program. If an A/E is interested and believes they are capable of performing this work, they are invited to submit their qualifications or methodology to provide the surveys without unacceptable delays or duplication of costs on Standard Form (SF) 330 (3 copies) to attention of Anne S. Oliver, FDA/OAGS, 5630 Fishers Lane, Rockville, MD 20857. The A/E firm must have experience in providing comprehensive building surveys, engineering analysis, and the ability to document the condition of existing facilities, engineering experience as related to major medical laboratory research, and hospital/health care facilities. All experience must demonstrate accuracy in cost estimating and the ability to quantify risk associated with life safety issues. A determination by the Government not to select through a competitive procedure this proposed contract action is within the discretion of the Government.
