Description

THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Consolidated Operations Acquisition Center (COAC) for the National Institute of Dental and Craniofacial Research (NIDCR) of the National Institutes of Health (NIH) intend to negotiate and award a purchase order on a noncompetitive sole source basis to Rees Scientific, 1007 Whitehead Road Extension, Trenton, New Jersey 08638, to purchase hardware and software upgrade for an existing Government owned environmental alarm system. The system consists of the following: 1) Product # E-Centronsql, quantity 2 each, the E-Centron is licensed for up to 16 inputs, includes Centron SQL software and allows an unlimited number of users to access the system form any off the self browser. Centron Software includes powerful SQL or Oracle server based software including advanced and custom reports utilizing Crystal Reports, 50 simultaneous users per node, independent logging rates for each new input, maximum logging rate of one minute, scalable map and graphical input status report and extended 21 CFR11 security module with 21CFR11 review and approvals. The system also includes Windows 2000 Professional, internal CDRW with auto backup software 4 hour battery backup, monitor, keyboard, mouse and printer. 2) Product # E-License-16, License for 16 additional inputs on an E-Centron System, quantity, 3 each. 3) Product # RF-900, 900 MHz Frequency Hopping Transceiver - Connect Directly to Centron, Satellite or Seer. Picks up Repeater Signals. Takes power from Node. Battery backup time of Node will be reduced to approximately 3.5 hours, quantity 2 each. 4) Product #RF-RPTR, Wireless 418 MHz Repeater. Repeats on 900 Mhz. Use with RF-900, quantity ten each. 5) Product #RF-BATT-BACK, Battery Backup for receivers and repeaters. Provides 4 hour backup, quantity ten each. 6) Product #VOICE TAGS-1, Voice Messages for Centron or seer. Initial Single Recording Session of up to 20 Voice Tags, quantity 1 each. 7) Product # VOICE TAGS-2, Voice Messages for Centron or Seer. (additional single recording session of up to 20 voice tags), quantity 3 each. 8) Product # VAL-KIT-CEN, Validation Kit for Centron, quantity 2 each. 9) Product #TPT2-RF, Wireless Temperature Probe- Type 2-15 to +60 Degrees C, quantity 1 each. 10) Installation includes wiring, labor, material, programming, IQ/OQ and training and test of the product once installation is completed. The sole source determination is based upon the fact that the purchase will provide hardware and software upgrade to the existing Government owned environmental alarm system and to ensure continual operation, functionality, and compatibility only REES Scientific equipment is available. This acquisition is being conducted under simplified acquisition procedures, and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS), is 334519 and Employee Size is 500. This requirement is a small business set-aside. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. When submitting your response please include the following: business size, itemized price, including shipping cost, if applicable, prompt payment terms, the F.O.B. Point (Destination or Origin), Taxpayer Identification Number, (TNN), and Dun & Bradstreet Number (Duns), and descriptive literature of the system being quoted. Offeror must also register in the Government?s Registry System note: www.ccr.gov . The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
