Description
The United States Department of State (DoS) Information Resource Management LAN/WAN Services Branch Foreign Posts Telephone (IRM/OPS/ITI/LWS/FPT) is issuing this Request For Information (RFI) as part of a market research for an integrated telecommunications Network Management Support Services (NMSS) solution to provide for complete Service Level Management (SLM) capabilities. These capabilities and services will enable FPT to track, monitor, and report information on maintenance and support issues of the DoS overseas telephone network. The methodologies, technical approach, services, tools, and products provided must meet or exceed the Information Technology Infrastructure Library (ITIL) Framework and Organizational for International Standards ISO 20000 Parts 1 &2. In the event a vendor is not compliant at the time of this response, the vendor must provide evidence that there is corporate commitment to become compliant at a later time. Proposed methodologies, tools, products, and services must be mature, have a recognized past performance, and sought after best practices in like type organizations. DoS desire?s a free and open discussion of all ideas and comments. All responses and information shall be in written format (MS-Word 2000, Version 9.0) and transmitted electronically to the contracting office listed in this RFI. Comments and ideas are strongly encouraged from all sources currently operating under the Government ?Wide Acquisition Contract(s) (GWACs)/ Indefinite Delivery Indefinite Quantity (IDIQ) contracts allowing decentralized ordering authority. In addition to responses from industry, DoS encourages responses from other Federal agencies, State governments, and from any other source that have or plans to implement a similar capability. This RFI is for planning purposes only. The government will not be obligated to pay for this information nor is there any assurance that a Request for Proposal will result from this notice. All vendors responding to this RFI must provide written information on their company?s ability to meet these requirements as described below. DoS recognizes the likelihood that no single vendor can fully respond to this RFI without the inclusion of components from other vendors/providers. Consequently, DoS requests that any references to methodologies, tools, services, products, processes, and/or technical approach not directly provided by the respondent be expressed in vendor-neutral terms and/or that all copyright and trademark rights be observed and declared. In the event a single vendor?s response does include, methodologies, tools, services, products, processes, and/or technical approach from other vendor?s, a full disclosure statement of interoperability testing and acceptance in accordance with the standards (ITIL and ISO) must be submitted. Any submission not containing this information will be returned. Submissions shall also include recommended contract vehicles (GWACs/IDIQs) from which these requirements may be satisfied. Include contract number/nomenclature, Government points of contact and contact information. Telephone inquires and responses will not be accepted. An Industry Day Conference will be held 12 July 06 to provide an opportunity for a discussion regarding the requirement. Also, a question and answer session will be provided. There will be an opportunity at the conference for additional questions, however they may not receive answers until the post conference minutes are posted. DoS overseas telephone network includes more than 550 telephone systems currently in operation worldwide with the program office FPT located in Springfield, Virginia. FPT through its JANUS Program is in the process of standardizing overseas telephone equipment by maintaining the legacy Nortel Networks Meridian 1 Digital communications systems and installing the Nortel Communication Server product line. The Meridian 1 and Communication Server is capable of meeting transmission requirements worldwide and providing a Transfer Control Protocol/ Internet Protocol (TCP/IP)-enabled switch management system. The current NMSS environment uses the Nortel Optivity Telephony Manager (OTM). This is accomplished through (TCP/IP)-based monitoring and maintenance of post Private Branch Exchange?s (PBX) using connections via the DoS OpenNet. When the post PBX is configured for IP management utilizing the OTM application, FPT is able to provide remote terminal emulation, event logging, alarm monitoring, PBX maintenance and password management. These features generated by the PBX are transmitted to the monitoring DoS facility, State Annex 21 (SA-21). The NMSS will support the management of the overseas telephone network through timely and accurate coordination of all interactions with the DoS Enterprise Network Management Operations Center (ENMOC) to ensure that Service Level Agreement (SLA) objectives are achieved in a timely and cost-effective manner Question: What are the SLA objectives? The overall objectives of the NMSS is to: (1) perform a critical, centralized, customer-centric coordination function, (2) technical assistance, and (3) provide superior customer support services to DoS, external customers, stakeholders, and technical assistance, as required either at SA-21 or an off-site contractor facility that meets the DoS security requirements. Specific requirements for this RFI are described below. DoS is seeking an integrated NMSS solution/capability that can be leveraged department wide and provide tangible value to all FPT customers. Responses should include information on scalability, capabilities to operate in a distributed, decentralized, and multi-tied environments. FPT is exploring better ways to implement a NMSS. The purpose of the NMSS will be to (1) perform a critical, centralized, customer-centric coordination function, (2) technical assistance, and (3) provide superior customer support services to overseas posts, external customers, stakeholders, and technical assistance, (4) provide the lowest overall total cost of ownership, (5) provide best in practice quality of service, (6) provide configuration management. In terms of functionality, DoS is seeking an integrated NMSS solution that will significantly improve DoS?s ability to manage all its assets throughout their lifecycle. This should include the ability to track, monitor, and report on assets at overseas posts from initial installation through final disposal. The NMSS should assist DoS in management of network resources to proactively manage the environment to ensure sustained operational capabilities. The NMSS should combine existing data sources/functionality with new capabilities. It should also provide a mechanism for consolidated reporting and analysis to enable an enterprise view of telecommunications assets, resources, and operational effectiveness. Requirements: FPT has identified 6 key NMSS areas (1) Network Management, (2) Level 2 Customer Support Services, (3) Systems Administration, (4) Continuity of Operations support, (5) Core Network Services where an integrated NMSS could provide significant operational improvements, (6) Configuration Management. However, discussions/responses should not be limited to these key areas, if the respondents perceive gaps in the DoS approach to the overall NMSS, recommendations are strongly encouraged. A key goal of the NMSS is to ensure the operational effectiveness of DoS overseas telephone network through the implementation of ?Best Practices? and the recognition that DoS must continually address emerging technologies. The requirements described in this RFI are high-level functional and technical requirements that should be tightly integrated into the final solution. Wherever possible, DoS seeks responses/solutions from an enterprise-wide perspective that will maximize DoS?s JANUS investments. Responses to these requirements should include specific details for each area and recommendations of additional requirements, if required. The requirements are: 1. Network Management DoS is seeking an integrated Network Management solution that will provide (1) Performance Management, (2) Fault Management, (3) Security Management, (4) Configuration Management, and (5) Accounting Management for all JANUS assets and resources. The solution should provide a description of the technical approach, methodologies, tools, and services required to implement a compliant Service Level Management framework in the current and future operational environment. Essential to this requirement is the need to clearly demonstrate the correlation between current network management and Information Technology Infrastructure Library ?Best Practices? methodologies, tools, services, and products. Inconsistencies and potential risks with different implementations should also be described. 2. Level 2 Customer Support Services DoS is seeking an integrated Customer Support Services (CSS) solution that will provide a full suite of compliant Service Level Management services and support. This solution will include, but not limited, to establishing and maintaining an on-site/off-site Level-2 CSS on a (24x7x365). Essential to this requirement is the need to clearly demonstrate the correlation between the network management, Information Technology Infrastructure Library ?Best Practices? methodologies, tools, services, and products, and Customer Support Services. Inconsistencies and potential risks with different implementations should also be described. 3. Systems Administration DoS is seeking a solution that will provide hardware and software configuration management and security management on the legacy Meridian platform and current/future Nortel Communications Server platforms. Essential to this requirement is the need for exceptional knowledge and experience with these Nortel product lines and the correlation between network management functions, Service Level Management framework, CSS functions, and the requirements of Federal security laws and regulations. 4. Continuity of Operations Support DoS is seeking a solution that will provide for the development, maintenance, and operation of a Continuity of Operations Plan, equipment, and processes to ensure continued services are provided by the contractor. Essential to this requirement is an in-depth knowledge, experience, and implementing the National Institute of Standards and Technology, Federal Emergency Management Agency, and legislative mandates requirements. 5. Usage Based Cost Allocation Application (UBCAA) DoS is seeking a solution that will provide the full life-cycle design, development, maintenance, and operation of a Web-based application to collect, analyze, monitor, and costs. This requirement will require knowledge and experience implementing usage based cost allocation methods, tools, techniques, and Best Practices in large decentralized organizations on telecommunications networks. Essential to this requirement is the ability to track, monitor, and report utilization in a cost effective manner to reduce cost of ownership. 6. Core Network Services DoS is seeking a solution that will potentially expand the existing configured sites to include all 550 PBX?s worldwide. This expansion could include additional equipment at the contractor?s site or at SA-21. Essential to this requirement is the in-depth knowledge and experience of transitioning and proactively managing large telecommunications networks. In addition to potentially migrating, transitioning, operating, and maintaining the additional sites the vendor is encouraged to provide a solution for maintaining massive amounts vital security and performance data. The vendor is also encouraged to provide a recommended strategy for the migration of the additional sites as they are added to the network. (i.e. incrementally, phased, parallel).
