Description
The Fleet & Industrial Supply Center Pearl Harbor is seeking sources to provide program management support services for fleet readiness for Commander, U.S. Pacific Fleet (COMPACFLT), Pearl Harbor, Hawaii. These services include providing management support for Tactical Training Ranges (TTR), Fleet Training, Contracted Flight Services (CFS), Environmental Issues impacting Fleet Training and Electronic Warfare (EW) instrumentation programs. These programs are essential to Pacific Fleet assigned activities, as well as Joint Commands that rely on these programs for training support and are specifically designed to support training requirements necessary to ensure operational readiness of Pacific Fleet units. Services also include: Informing the cognizant COMPACFLT code of all aspects of training range and contracted flight services (CFS) program management, including any program deficiencies that may result in readiness degradation; Provide operational management support of TTR, CFS, and EW pod to include: Direct liaison with all other activities involved in these programs in support of COMPACFLT training requirements and operational readiness objectives; Review and recommend prioritization of TTR systems; Support / initiate TTR improvements that will enhance Fleet Readiness; Review and recommend prioritization of CFS requirements; Make operational support recommendations based on program financial status; Provide overall CFS program management recommendations; Resolve issues of priority regarding COMPACFLT funded CFS support; Represent COMPACFLT in all matters regarding CFS with outside agencies, to include commercially contracted agencies for other service CFS program and military program offices/commands with CFS programs; Negotiate on behalf of COMPACFLT for services as required from these agencies to support Pacific Fleet Readiness requirements; Recommend direction to subordinate activities and COMPACFLT funded agencies on CFS and EW pod support requirements; Assist in the oversight and management of COMP ACFLT EW pod assets in support of Pacific Fleet training requirements; Prepare and coordinate all Memorandum of Agreement (MOA) / Memorandum of Understanding (MOU) between COMPACFLT and other organizations regarding all aspects of TTR, CFS, and EW programs; Provide scientific, analytical, and technical support on encroachment issues impacting COMPACFLT training ranges and operating areas to include: Review range policies and encroachment threats; Improve coordination between range and facilities regarding encroachment issues; Manage a database to assist in coordinating encroachment issues in the COMPACFLT AOR; Compare current and future requirements against planned and programmed range and operations area capabilities; Provide operational management support on implementation of the Tactical Training Theater Assessment and Planning (TAP) program; Maintain direct liaison with various Navy activities and other services (e.g., PACAF, USARPAC, MARFORPAC, National Guard, etc.) to facilitate development of plans and processes in support of the COMPACFLT/Fleet Forces Command (FFC) TAP initiative; Coordinate with the NAVFAC Navy Technical Representative and provide direction in managing Range Complex Managements Plans and other components of the TAP program; Develop and coordinate informational materials for a variety of audiences to enhance the understanding of Navy policies, Navy operational and training requirements, command environmental programs and practices; Coordinate with the Public Affairs Officer (PAO) for newspaper, magazine, radio, and television interviews with staff personnel as required; In coordination with CPF and Regional PAOs, analyze current and immediate community attitudes to determine whether news media should be invited to interview visiting experts or authorities, or whether such interviews should be avoided to prevent biased and unwarranted criticism of the Navy, CPF, or the Regions; Serves as a coordinating authority in conjunction with CPF PAO and N01CE1 for CPF environmental information to b e released to the public directly or through Contractors, or other Navy or DoD sources; Ensures the preparation, maintenance, and updating of the Command?s environmental briefings and slide presentations; Responsible for reviewing Command environmental directives to ensure consistency with Navy operations; Maintains close liaison with the CPF PAO, Regions, CFFC, and OPNAV to answer media queries that concern environmental issues and concerns regarding Navy operations; Attend applicable seminars, meetings, and other gatherings sponsored by other military commands or civilian groups; Reviews local and other electronic periodicals daily for news and communications of interest to the headquarters staff, and to insure that the Commander, affected department heads, and staff are aware of press and media interest in the various environmental subjects under CPF cognizance; In conjunction with CPF N01CE1 provide input to environmental legislation efforts which impact Navy operations and training; Prepare related fact sheets, presentations, answer information requests, arrange briefings, etc.; Manage and provide executive oversight of the Pacific Fleet Sinking Exercises. Coordinate with Naval Sea Systems Command and Chief of Naval Operations for procurement of target hulks. Coordinate with operational units for target hulk requirements; Serve as the CPF N7 subject matter expert regarding all matters related to training ordnance requirements, operational range clearance and unexploded ordnance removal. Top Secret security clearance will be required of Contractor personnel in order to fully accomplish the work. Contract duration will be one year, with three 12-month option periods. Interested parties shall provide to the Government information as follows: (1) Name of company, include company address, a contact person?s name, telephone number, and email address; (2) Company size (please specify as either large, small business, or 8(a); (3) Describe in detail the scope and experience of past and current similar contracts with in the past five years and describe the firm?s capability to perform the work (contract number, dollar value, point of contact, phone number). Responses must be received by 10:00 a.m. HST on 22 June 2006.
