Description
The U.S. Department of Commerce, NOAA intends to award a purchase order to University of Maryland Center of Marine Biotechnology, Columbus Center, 701 East Pratt Street, Suite 236, Baltimore, MD 21202, under the authority of FAR 6.302-1 through request for quotation number EA133C-06-RQ-0597. Only one responsible source is available to satisfy the agency requirement to provide research and advanced molecular technologies to conduct nucleotide based research on marine pathogens. University of Maryland Center of Marine Biotechnology is the only known source that can provide crabs raised in captivity at various life cycle stages that have not been exposed to diseases and parasites found in wild populations. No other facility combines molecular state-of-the-art facilities with access to large numbers of crabs raised in captivity to provide na?ve crabs for experimental assays which the agency requires to obtain its research objectives. Additionally, no other known facility has the expertise and research facilities with a strong focus on blue crab husbandry and biology, biotechnology, and marine environmental biotechnology. Interested persons may identify their interest and capability to respond to this requirement. This notice is not a request for competitive proposals. All information received by 2:00 p.m., EST, 06/26/2006 will be considered by the government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
