- The U. S. Department of Housing and Urban Development (HUD) is in the process of issuing a Request for Quotations (RFQ) Q6C5AAC0023 in support of the HUD Headquarters, Office of Economic Analysis (OEA), Economic and Market Analysis Division (EMAD). This procurement is for a fixed-price contract under Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisition Procedures (SAP) not to exceed $100,000, to examine the utility model developed for HUD, which must be modified to improve the energy consumption and temperature relationship. This simple linear regression relationship between energy consumption and temperature (heating degree days) currently in the model will be replaced with a stepwise linear regression algorithm. In the most recent work conducted on this model, energy consumption was determine to be overestimated in warm areas, and underestimated in cold areas. Two separate equations will be used, depending on the overall temperature of the area. These equations will be validated based on existing studies of energy usage. The proposed Purchase Order is for the study to be completed within 6 months. This solicitation is set aside for small business concerns. The North American Industry Classification System (NAICS) Code is 541720 with a small business size standard of 6.5 million. The anticipated posting date for the solicitation is scheduled for July 3, 2006. The RFQ will be released electronically. The RFQ and any amendments, updates, questions, answers, and changes to the posted information will be available at the following websites: http://www.fedbizopps.gov/, and the HUD Current Contracting Opportunities Website: http://www.hud.gov/offices/cpo/contract.cfm. Potential offerors who download copies of the solicitation from HUD's Internet site will not automatically receive amendments to the solicitation.
